About the Role

Qiddiya Investment Company is seeking a Director - Development to lead the planning, execution, and management of assigned development projects. This full-time position is based in Riyadh, Riyadh Province, and requires over 10 years of relevant experience. The role focuses on ensuring that development initiatives align with strategic objectives, achieve operational readiness, and deliver approved outcomes.

Core Development Responsibilities

The Director - Development will oversee the entire development lifecycle, from initial concept through to operational readiness and handover. This encompasses strategic planning, financial evaluation, governance adherence, and comprehensive coordination across various internal and external stakeholders. The role is critical in managing performance and mitigating risks to achieve successful development outcomes and ensure long-term operational success.

Development Planning and Execution

• Develop implementation approaches, delivery schedules, and execution activities for assigned developments, ensuring alignment with business objectives and asset positioning.
• Manage development sequencing, integration activities, and delivery planning to maintain timelines and achieve approved objectives.
• Provide development and commercial input related to market requirements and demand to inform viable and sustainable outcomes.
• Oversee end-to-end development delivery, spanning concept development, coordination, handover, and operational readiness.
• Monitor development delivery performance against approved quality, schedule, cost, and operational readiness targets.
• Ensure continuity and integration between development phases and delivery milestones for effective execution.

Financial Management and Governance

• Evaluate feasibility assessments, financial evaluations, and business case inputs to inform investment decisions and commercial alignment.
• Contribute to value optimization initiatives through scope alignment, commercial enhancements, and delivery efficiencies.
• Ensure adherence to approved financial parameters, commercial controls, and investment requirements.
• Ensure compliance with organizational standards, governance requirements, development policies, and regulatory obligations.
• Review governance submissions, approval requirements, and stage-gate activities to ensure adherence to priorities and controls.
• Monitor governance compliance, reporting, and assurance activities for transparent decision-making and timely risk escalation.

Integrated Coordination and Stakeholder Management

• Manage coordination across planning, design, commercial, delivery, and operational workstreams for integrated execution.
• Foster effective collaboration among business units, central functions, consultants, contractors, operators, and delivery stakeholders.
• Monitor development interdependencies, stakeholder interfaces, and sequencing requirements for integrated delivery and operational readiness.
• Engage with tenants, operators, partners, brands, and service providers to achieve operational integration and activation readiness.
• Integrate operator, partner, brand, and service provider requirements into development planning, design, and delivery activities.
• Monitor development performance, delivery progress, and execution outcomes, and manage associated risks, mitigation actions, and issue resolution.

Resort Core Retail Development Focus

• Develop retail planning approaches, commercial positioning recommendations, and tenant mix for Resort Core developments, aligning with retail strategies and customer experience objectives.
• Evaluate customer demand, market trends, and commercial opportunities to optimize retail offerings and commercial sustainability for Resort Core.
• Manage retail development activities across Resort Core, from strategy and development brief stages through design, delivery coordination, activation, and handover.
• Ensure alignment with host development teams regarding retail requirements and customer experience throughout the development lifecycle.
• Manage the integration of retail requirements across hotels, attractions, public realm, transport, residential, and mixed-use developments within Resort Core.
• Develop go-to-market requirements, leasing readiness plans, and activation approaches for successful commercial activation and operational commencement of retail developments.
