Planning Engineer

About the Role

SAMA Holding Co- SAMA Construction ** is seeking a Planning Engineer to join their team in Tabuk, with work locations including Duba. This full-time role is crucial for developing, maintaining, monitoring, and reporting project schedules for the design, procurement, construction, testing, commissioning, and handover of 33/*** MV substations. The ideal candidate will have 5-10 years of experience in a similar capacity.

Key Responsibilities

• Develop and maintain Level 3/Level 4 detailed project schedules in accordance with approved baselines, covering all project phases from engineering to final handover.
• Establish logical relationships, activity durations, calendars, constraints, milestones, and interfaces, ensuring alignment with contractual requirements.
• Collect and validate actual progress from various project disciplines, updating the schedule weekly/monthly and identifying deviations.
• Prepare comprehensive progress reports, including look-ahead schedules, recovery schedules, progress curves, milestone tracking, and critical path reports.
• Identify and continuously monitor the project's Critical Path and near-critical activities, analyzing delays and their impact on contractual milestones.
• Develop mitigation and recovery strategies in coordination with the project team and perform Time Impact Analysis (TIA) for variations and unforeseen events.
• Monitor engineering deliverables, client/consultant approval cycles, and critical electrical design documents, highlighting overdue approvals and their downstream impact.
• Coordinate with the Procurement team to establish and monitor procurement schedules for major electrical equipment, tracking items from RFQ to delivery.
• Coordinate with Construction Managers and Site Engineers to develop detailed construction schedules, ensuring alignment with material availability and approved drawings.
• Develop and monitor detailed testing and commissioning schedules, coordinating sequencing of installation completion, pre-commissioning, functional testing, and energization.
• Participate in progress and planning meetings with the Client/Consultant, preparing schedule presentations and responding to comments.
• Support the Project Manager and Commercial Team in assessing the schedule impact of variations, change orders, and other excusable events, maintaining records for potential Extension of Time (EOT) claims.

Qualifications and Experience

• 5-10 years of experience as a Planning Engineer, preferably with a focus on MV substation projects.
• Strong capability in Client/Consultant approval tracking, document workflow tracking, material submittal status, procurement/manufacturing status, FAT, site readiness, testing and commissioning, energization, and EOT/TIA schedule analysis.
• Experience working in major-client project environments with strict reporting, approval, interface, and document-control requirements is highly desirable.

• Ability to accurately measure progress, identify delays, and assess critical risks.
• Strong analytical skills for critical path identification and delay impact assessment.
• Excellent coordination and communication skills to work with multidisciplinary teams and external stakeholders.
• Proficiency in preparing comprehensive progress and critical path reports.
• Ability to maintain accurate records and documentation for claims and audits.

Work Environment

This is a full-time position based in Tabuk, Saudi Arabia, with responsibilities extending to project sites in Duba. The role involves close collaboration with Project Management, Engineering, Procurement, Construction, QA/QC, Testing & Commissioning, and Commercial teams.
