Commercial Director

About the Role

KBR, Inc. is seeking a Commercial Director to join their team in Riyadh, Saudi Arabia. This is a full-time position focused on a major infrastructure program for a mixed-use development. The project aims to establish a global landmark in Riyadh, recognized for its unique vision and position as an authentic destination, creating a distinct, self-sustaining hub with iconic assets.

Role Overview

Reporting to the Programme Director, the Commercial Director will be responsible for coordinating with Project Management Consultants (PMCs) on executive commercial reporting, control, and strategic commercial recommendations. This includes pre and post-contract management, providing accurate status reports to prevent schedule slippage and cost overruns, and producing close-out reports for each project. KBR provides PMO services, enterprise-level governance, assurance, integration, and performance oversight across all projects and programs.

Key Responsibilities

• Develop, implement, and govern standard cost and commercial reporting formats for PMCs.
• Develop and maintain a database of all insurances, guarantees, and warranties.
• Coordinate with PMCs to compile and validate analytical commercial data.
• Manage executive risk reporting.
• Develop Project Cost Reports (PCR), Commercial Executive Reports, and Cashflows within Unifier, integrating with other platforms for data consistency.
• Review existing procurement guidelines for Bill of Quantities (BoQ) and tender documents to develop standards for PMCs.
• Prepare program-wide consolidated cost reports consistent with agreed reporting requirements (DevCo, BOD, Excom, Treasury, PIF, HRH).
• Collate annual program-wide budgets and prepare monthly cashflow reports for client submission.
• Prepare and develop cost benchmark reports for Tender Price Index, Professional Fees Benchmark, Construction Cost Benchmark for above-ground assets and infrastructure, and efficiency benchmarks (GFA/BUA, Floor/Ceilings).
• Conduct KSA Key Input Market Price Analysis (monthly) and KSA Market Insight (quarterly).
• Prepare and issue cost benchmarking templates, elemental cost plan formats, and required information to PMCs.
• Participate in the development and implementation of program change control procedures.
• Prepare and issue program-wide project cash flow reports and cost reports, including trend analysis and change reporting.
• Review cost risks and opportunities.
• Report seamlessly between Cost Break Down Structure and Work Breakdown Structure, linking cost and schedule, including Earned Value.
• Prepare updates for changes on the program baseline budget.
• Support the Business Plan exercise.
• Provide portfolio-wide risk management services to support effective governance, decision-making, and assurance, aligned with approved risk policies, frameworks, and systems.
• Consolidate PMC risk registers into program-level and departmental risk registers for escalation and reporting.
• Assist the Client with the development of commercial strategy.
• Lead and direct contracts, risk, and other support service departments, ensuring timely production of all required commercial deliverables by KBR.
• Produce Commercial Reports throughout the project's life cycle.

Qualifications and Experience

• A minimum of 10 years of relevant experience is required for this role.
