Commissioning Engineer Sewage Treatment Plant (STP)

About the Role

WSP Middle East is seeking a Commissioning Engineer-Sewage Treatment Plant (STP) to join their team in Riyadh, Saudi Arabia. This full-time role involves leading the planning, execution, and oversight of commissioning activities for Sewage Treatment Plants (STP) and TSE pipelines. The primary objective is to ensure all systems operate safely, efficiently, and in full compliance with design specifications, contractual requirements, and regulatory standards.

Role Context and Objectives

The Commissioning Engineer will coordinate closely with design, construction, mechanical, electrical, and instrumentation teams, as well as project stakeholders. Key responsibilities include leading pre-commissioning and commissioning activities, such as inspections, testing, start-up, performance trials, and the final handover of the STP. The role ensures that treatment processes consistently achieve the required effluent quality and that full operational readiness is established prior to final acceptance. Additionally, the engineer will be responsible for achieving timely completion of project milestones within the approved budget and providing regular progress updates.

Key Responsibilities

• Plan and manage pre-commissioning, commissioning, and start-up activities for STP systems and TSE pipelines.
• Supervise the EPC Contractor’s team during the process commissioning of the complete sewage treatment plant.
• Oversee and verify installation completion and readiness of civil, mechanical, electrical, and I&C systems.
• Coordinate testing of equipment including pumps, blowers, screens, clarifiers, biological reactors (Nereda), filters, disinfection systems, sludge systems, odour control systems, and TSE pipelines.
• Lead process commissioning, including biological (Nereda based) seeding, stabilization, and optimization.
• Monitor plant performance to ensure treated effluent meets statutory and contract requirements.
• Review commissioning procedures, method statements, and test protocols.
• Troubleshoot operational and process issues during start-up and trial runs.
• Coordinate with the EPC Contractor and OEMs for equipment commissioning and performance testing.
• Oversee compliance with HSE requirements during commissioning activities.
• Prepare/Review and submit commissioning reports, performance test results, and handover documentation.
• Support training of the client’s operations and maintenance (O&M) staff.
• Assist in final acceptance, defect liability support, and transition to the O&M phase.
• Collaborate with project stakeholders and share progress reports regularly.
• Ensure the timely completion of commissioning milestones within the allocated budget.

Team Leadership and Quality Assurance

• Supervise the EPC Contractor’s site team during commissioning, offering guidance, training, and mentorship.
• Participate in site meetings and other project-related meetings as required.
• Cultivate a culture of safety and professionalism within the team.
• Establish and maintain robust quality control procedures for commissioning work.
• Ensure adherence to Project Quality standards during the commissioning phase.

Safety and Compliance

• Ensure that commissioning activities are executed in a safe and efficient manner.
• Ensure adherence to Safety regulations/compliance during testing and commissioning.
• Investigate and report any safety incidents or near misses.

Qualifications and Experience

• A minimum of 10 years of experience in commissioning Sewage Treatment Plants (STP) and TSE pipelines.
• Demonstrated ability to plan, execute, and oversee complex commissioning projects.
• Strong understanding of design specifications, contractual requirements, and regulatory standards.
