Contracts Administrator Role at Parsons

Parsons Corporation is seeking a Contracts Administrator to join its team in Riyadh. This is a full-time position, based at the Head Office in Riyadh, with some in-city travel required to review site progress. The role is integral to the Riyadh Metro project, a major rail initiative, and is planned for a five-year period.

Project Overview and Position Scope

This senior-level professional role requires a strong track record in construction contract negotiations and claims management. The Contracts Administrator will report to the Package Manager and collaborate with other Contract Administrators. This position plays a leading role in supporting project executives, leaders, and project managers in monitoring and controlling the performance of contracted services to ensure effectiveness, statutory compliance, and desired outcomes for the Riyadh Metro project.

Key Responsibilities

  • Manage and oversee contractual matters, including reviewing, recommending revisions to, and approving contractual documentation.
  • Ensure contractual terms and conditions comply with procurement requirements.
  • Conduct fee negotiations and draft and update policies and operating guidelines as needed.
  • Coordinate on all matters concerning contract administration, claims, disputes, contract interpretation, and cost analysis.
  • Develop, implement, and manage systems and procedures for monitoring external and internal contracts to ensure timely and effective resolution of contractual compliance issues.
  • Recommend on construction contract procurement and types of underlying contracts and agreements.
  • Drive continuous improvement of commercial processes through refining contract formulation activities, systems, and procedures.
  • Identify potential claims, check for compliance with applicable contractual terms, and ensure effective negotiation and settlement of claims.
  • Prepare claims to negotiate with contractors, including calculating losses incurred through defaults on contractual obligations and formulating suggestions to remedy failures.
  • Supervise financial budgets and ensure the cost-effectiveness and value for money of contracts.
  • Take responsibility for all financial contract management activities, including reviewing and approving payment certificates, invoicing from subcontractors, and invoicing to the client.
  • Co-manage a team of experienced Contract Administration staff.

Required Qualifications and Experience

  • Bachelor's degree from an accredited college or university, preferably in Business, Law, or Construction.
  • At least 15 years of relevant post-qualification experience on heavy civils projects.
  • Recent experience in a senior Contracts Administration role, managing a contracts administration/claims team or a quantity surveying team dealing with major contractual disputes.
  • Experience either with a contractor at a management level or with an engineering consultant or claims consultancy providing advice on contracts, procurement, disputes, and expert witness work.
  • A demonstrable track record in all stages of the project life cycle, from contractual frameworks to cost estimation, site management, cost management, contract administration, and disputes.
  • Proven history of successfully negotiating substantial claims and variations.

Essential Skills and Knowledge

  • FIDIC contract knowledge (or equivalent).
  • Experience in developing successful relationships at a senior level.
  • Strong written and oral English communication and interpersonal skills.
  • Ability to critique and challenge objectively and with confidence, and to guide staff.
  • Excellent interpersonal skills and a working knowledge of PC software packages typically associated with contract administration.
  • Rail or rail-related project experience.
  • Professional qualifications such as MRICS/FRICS/MInstCES/ACIArb/LLM.
