Data Management Consultant

About the Role

GRG is seeking a Data Management Consultant to lead advisory engagements focused on establishing and activating Data Management Offices (DMOs). This contract position is based in Riyadh, Saudi Arabia, and requires ensuring alignment with NDMO national data management standards, relevant regulations, and leading practices.

Role Purpose

The primary purpose of this role is to provide expert guidance and leadership in the development and implementation of robust data management frameworks. The consultant will support entities in establishing their DMOs, ensuring they meet national standards and operational requirements within the contract period.

Key Responsibilities

• Lead current-state assessments and gap analyses of an entity's data management capabilities, subsequently defining the target operating model and roadmap.
• Design comprehensive data governance frameworks, including the government data model, governance structure, roles and responsibilities, policies, and procedures.
• Establish the DMO's data governance domains in accordance with NDMO requirements, covering data governance, data quality, metadata, reference/master data, personal data protection, data lifecycle, and data integration/interoperability.
• Advise on the activation of initial data governance cycles and their integration into the entity's institutional structure to facilitate operational commencement within the contract timeframe.
• Provide technical direction and quality assurance for all deliverables, serving as the primary point of alignment with the client's leadership.

Qualifications and Experience

• A minimum of 3+ years of professional experience in data management or data governance.
• Demonstrated hands-on experience delivering NDMO-aligned programs within the Saudi public sector.
• Possession of a recognized data governance certification (*, CDMP) is preferred.

Work Type and Location

This is a contract position located in Riyadh, Saudi Arabia. The role involves working directly with client leadership to achieve project objectives.
