About Egis and the Role

Egis, through its Advisory Service Line, manages large-scale developments for prominent clients across the region, including giga projects, municipalities, and significant urban and real estate ventures. Leveraging expertise in engineering, architecture, and technology, Egis contributes to shaping future urban spaces and infrastructure. We are seeking a Project Manager Infrastructure & Utilities Operations to join our team in Riyadh on a full-time basis, focusing on the strategic and technical aspects that underpin successful developments.

Key Responsibilities

  • Own the Project Charter and Project Execution Plan for the entire engagement term.
  • Build and maintain the baseline schedule, incorporating client dependencies alongside Egis activities, with re-baselining only through formal change control.
  • Plan field campaigns and secure site access, permits, and escorts prior to each mobilization.
  • Establish and manage governance forums, from steering committees to weekly workstream sessions, driving decisions and actions to completion.
  • Apply delegated authority and escalation matrices to ensure decisions are made at the appropriate level, with each escalation including options and a recommendation.
  • Control the deliverable lifecycle through draft, validation workshop, client comments, response, and approval stages, ensuring internal peer review before every submission.
  • Manage stage gates based on met conditions rather than promised actions, documenting exceptions with an owner and closure date.
  • Operate end-to-end change control and maintain the change log, stating cumulative impact.
  • Own the risk and issue register and the information request register, reporting movement and escalating overdue items.
  • Maintain document control, the Electronic Document Management System (EDMS), and a program dashboard tracking deliverables, approvals, and response times.
  • Issue monthly reporting on schedule variance, deliverable status, risk movement, and client-required decisions.
  • Manage subconsultant performance against flowed-down schedules and acceptance criteria.
  • Apply ISO 9001 controls to templates, reviews, and document issuance.

Required Qualifications

  • Bachelor's degree in Engineering; Civil, mechanical, or electrical disciplines are preferred.
  • Project Management Professional (PMP) certification or an equivalent qualification.
  • Saudi Council of Engineers registration, or eligibility to register.

Essential Skills and Experience

  • Minimum of 8 years of experience in project or program management, with at least 3 years of delivery experience within Saudi Arabia.
  • Proven delivery record on multi-site consultancy assignments involving significant field mobilization and subconsultant teams.
  • Demonstrated ownership of a project execution plan, change control process, and stage gate regime.
  • Working knowledge of ISO 9001. Familiarity with ISO 22301 and ISO 31000 is considered an advantage.
  • Familiarity with quantitative schedule risk analysis and Monte Carlo-based contingency setting is an advantage.
  • Strong stakeholder management skills, particularly with public sector and sovereign clients.
  • Fluency in both English and Arabic is required.

Work Environment

This is a full-time position based in Riyadh, where you will contribute to managing large-scale infrastructure and utilities operations projects within a dynamic advisory service line.
