About the Role

HanmiGlobal Saudi is seeking a Quantity Surveyor Manager to join its program management and PMCM team in Riyadh. This full-time position involves leading the program-wide quantity surveying and cost verification for a large-scale land and infrastructure development program. The role requires providing program-level leadership, governance, coordination, and commercial oversight for all quantity surveying activities, ensuring transparency, auditability, and compliance with contractual requirements and client expectations.

Key Responsibilities

• Develop and maintain the Program Quantity Surveying Framework, including standards, procedures, methodologies, templates, and reporting requirements.
• Ensure consistent application of quantity surveying practices across all project packages, promoting best practices in measurement, valuation, cost verification, and commercial assurance.
• Review and verify quantities, measurements, take-offs, Bills of Quantities (BoQs), valuations, payment applications, interim valuations, and final account assessments submitted by Lead Developers, contractors, consultants, and package teams.
• Provide independent verification of quantity-based payment assessments, cost estimates, schedules of rates, and commercial evaluations to ensure accuracy, consistency, and compliance with contractual obligations.
• Assess the quantity and cost implications of design changes, scope modifications, variations, compensation events, and Value Engineering proposals.
• Support the Senior Commercial Manager and Project Control Manager in cost verification, commercial assessments, forecasting, and resolution of quantity-related commercial issues and disputes.
• Contribute specialist quantity surveying expertise to multidisciplinary technical and commercial reviews.
• Prepare quantity surveying reports, technical assessments, executive summaries, and recommendations for PMCM Management and the Client.
• Coordinate with commercial, technical, project controls, procurement, and package teams to ensure integrated decision-making and consistent reporting.
• Promote continuous improvement through digital measurement systems, cost management tools, knowledge sharing, and lessons learned.

Program Context

This role is integral to a mega multi-work package land and infrastructure development program in Riyadh, Saudi Arabia. The program is delivered on behalf of a major government entity. The Quantity Surveyor Manager will be responsible for establishing and overseeing the frameworks that ensure accurate cost management and verification throughout the program's lifecycle.
