Senior Project Manager / Resident Engineer

About the Role

Savills Middle East is seeking a Senior Project Manager / Resident Engineer to lead the site-based consultancy team for a large-scale, complex development program in Riyadh, Saudi Arabia. This full-time role involves comprehensive oversight of project delivery, ensuring compliance, quality, and timely execution from testing through handover.

Role Responsibilities

The Senior Project Manager / Resident Engineer will serve as the primary site representative and interface with various stakeholders, including the client, contractors, designers, and authorities. Key responsibilities include:

• Leading the mobilization, site establishment, and deployment of the multidisciplinary supervision team.
• Administering the construction contract and ensuring adherence to drawings, specifications, approved method statements, ITPs, and contractual requirements.
• Chairing progress, technical, commercial, and coordination meetings, issuing clear minutes, and driving actions to closure.
• Directing workflows for inspections, RFIs, shop drawings, material submittals, method statements, NCRs, snagging, and close-out.
• Monitoring program schedules, resources, interfaces, and critical risks, and assessing recovery plans for any delays.
• Overseeing quality, HSE, and environmental compliance, escalating material breaches, and ensuring corrective actions are implemented.
• Reviewing progress measurement, payment recommendations, variations, claims, and extension-of-time matters in coordination with planning and cost teams.
• Coordinating testing, commissioning, authority approvals, completion certification, handover, as-built records, and O&M documentation.
• Preparing concise weekly and monthly reports covering progress, quality, HSE, commercial matters, decisions, risks, and required client actions.
• Mentoring the site team, allocating responsibilities, maintaining discipline, and ensuring consistent application of project procedures.

Required Experience

Candidates for this position should possess a strong background in project management within large-scale development programs. A minimum of 10 years of relevant experience is required for this role.

Work Environment

This is a full-time, site-based position located in Riyadh, Saudi Arabia. The role requires leadership of a multidisciplinary supervision team within a dynamic and complex development program.
