About the Role

Hill International, Inc. is seeking a Senior Resident Engineer Site Supervision to join their team in Dammam, Eastern Region. This full-time position involves leading and managing multidisciplinary project supervision activities to ensure compliance with contractual requirements, specifications, standards, quality, health and safety, and client expectations. The role requires a professional with over 10 years of experience in site supervision and project management.

Key Responsibilities

  • Provide overall leadership and management for multidisciplinary project supervision, ensuring adherence to contractual requirements, specifications, standards, quality, health and safety, and client expectations.
  • Lead and coordinate Hill International’s site supervision team, defining roles, responsibilities, priorities, and delivery schedules.
  • Maintain effective communication with the Client and project stakeholders.
  • Monitor project progress, Key Performance Indicators (KPIs), risks, variations, claims, and potential delays.
  • Provide timely technical and contractual advice and recommend corrective actions.
  • Coordinate with the Design Manager to ensure design compliance and minimize cost and time impacts.
  • Review consultant and contractor reports.
  • Support the preparation and implementation of the Project Management Plan (PMP) and Project Execution Plan (PEP).
  • Ensure compliance with Hill International’s quality, environmental, health, and safety policies and procedures.
  • Provide technical reports and solutions for project issues as required.

Specific Duties

  • Plan and manage works across all disciplines to ensure compliance with relevant contract requirements, specifications, and safety standards.
  • Direct site inspectors on Health and Safety performance, hazard, and risk identification and reporting.
  • Communicate continuously with the Client’s representatives regarding project progress and areas of concern.
  • Propose in-house Project Management procedures to align with contract and client requirements.
  • Establish and maintain specific project procedures for Design/Construction Supervision Management.
  • Prepare special reports to investigate problems related to the Scope of Services and recommend solutions.
  • Identify priorities and tasks, develop organizational structure, and provide clear direction on methods, timeframe, and schedule.
  • Define roles and responsibilities for Hill International staff.
  • Attend Executive and progress meetings.
  • Monitor performance to ensure successful delivery of KPIs and client contractual requirements.
  • Advise the Client on potential variations to consultant and contractor scope of work that may impact cost or time, and present assessments.
  • Lead Hill International staff in assessing variations and claims, reporting the technical position to the Client.
  • Advise the Client of any foreseen progress slippage and propose corrective actions.
  • Review weekly and monthly reports from consultants and contractors, presenting comments on non-compliance or concerns and corrective actions to the Client.
  • Inform themselves of and ensure continued compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.

Qualifications and Experience

  • A minimum of 10 years of experience in site supervision and project management.
  • Demonstrated leadership and management skills in multidisciplinary project environments.
  • Strong understanding of contractual requirements, specifications, standards, quality, health, and safety regulations.

Work Environment

This is a full-time position based in Dammam, Eastern Region. The role involves working within a dynamic project environment, collaborating with various stakeholders including clients, design managers, consultants, and contractors.
