The Role of Assistant Fire Commissioner
The Assistant Fire Commissioner provides strategic leadership and executive oversight across all functions within Red Sea Fire & Rescue (RSFR), particularly concerning resource provision. This role leads the department’s finance and accounting, ensuring operations align with allocated budgets and plans. The Assistant Fire Commissioner is responsible for organizational resilience, legislative compliance, and continuous improvement in line with national and international standards. This position also acts as a principal advisor to senior leadership on fire studies, public safety communication, hazardous materials management, and emergency preparedness, while driving the long-term strategy for fire and rescue services. Oversight of all contracts, purchase orders, and purchase requests is also a key aspect of this role.
Key Responsibilities
- Provide expert direction on fire studies, fire and safety communication, public warning systems, and hazardous materials management.
- Lead the corporate services and preparedness functions within the department.
- Lead the development and execution of fire strategies, presenting reports and recommendations to RSFRS and RSG executive management.
- Anticipate future operational needs and make strategic recommendations for the acquisition of equipment, technology, personnel, and emergency resources.
- Act as principal advisor on regulatory and compliance matters, ensuring alignment with evolving local and international legislation.
- Oversee all Inter-Company Agreements and Service Level Agreements (SLAs) for the department.
- Lead the department’s finance and accounting function, overseeing the budget, tracking transactions, invoices, and the annual cost recovery plan.
- Oversee the development, enforcement, and continuous review of health, safety, and fire-related policies and practices.
- Provide leadership for fire investigations, safety audits, and inspections, integrating lessons learned into organizational policy.
- Oversee all department policies and procedures.
- Deputize for the Fire Commissioner when required, ensuring leadership continuity.
- Ensure functional policies, systems, and standard operating procedures are consistently applied to deliver effective and reliable emergency services.
- Direct the preparation of accurate and timely management information (MIS) reports to support executive decision-making and regulatory reporting obligations.
- Set performance standards, monitor compliance, and ensure accountability across all fire and safety functions.
- Champion a strong safety-first culture, ensuring compliance with statutory health, safety, and environmental requirements.
- Provide executive oversight of quality management systems to ensure the delivery of safe, effective, and environmentally responsible services.
- Drive a culture of continuous improvement, embedding international best practices in fire and safety management systems.
- Lead initiatives to modernize processes, adopt innovative technologies, reduce costs, and enhance operational effectiveness.
- Ensure the fire and civil defense function evolves in line with organizational growth and global safety standards.
Stakeholder Engagement
The Assistant Fire Commissioner will engage with a diverse range of stakeholders to ensure integrated and effective operations:
- Internal: Operations, Projects Delivery, Buildings and Places, Security, Risk Management, Environment and Sustainability, Government Relations, and all RSG subsidiaries.
- External: Contractors, vendors, and Hotel Operators.
Qualifications and Experience
- A minimum of 10 years of relevant experience in fire and rescue services or a related field.
Work Environment and Location
This is a full-time position based in Umluj, contributing to the safety and development of The Red Sea destination.
