Role Overview: Manager Financial Operations

Red Sea Utilities Company is seeking a Manager Financial Operations to lead and manage the complete accounts receivable and billing lifecycle within its Utilities Finance department. This full-time position is based in Umluj, Tabuk, Saudi Arabia, and reports directly to the Director of Finance. The primary objective of this role is to ensure accurate and timely invoicing, proper revenue recognition, and effective collections to optimize cash flow. Additionally, the Manager Financial Operations will be responsible for driving process improvements, implementing automation initiatives, and maintaining strict compliance with regulatory requirements and internal controls.

Key Responsibilities

  • AR & Billing Operations: Lead end-to-end billing processes, including finalizing end-user agreements, collaborating with operations for consumption data accuracy, generating and submitting final bills to clients, and reconciling payments to close invoices in SAP ERP.
  • Collections & Credit Risk Management: Monitor aging reports to identify delinquent accounts, negotiate payment arrangements with overdue customers, and promptly escalate unresolved cases. Collaborate with stakeholders to define and implement optimal credit policies.
  • Compliance & Internal Controls: Maintain robust internal controls and ensure adherence to regulatory frameworks specific to the utilities sector. Support internal and external audits and implement policies and procedures to safeguard receivables.
  • Reporting & Analysis: Prepare and present Accounts Receivable (AR) Key Performance Indicators (KPIs). Provide actionable insights to senior leadership to support informed decision-making.
  • Process Improvement & Technology Optimization: Identify process inefficiencies and recommend improvements. Drive automation initiatives to enhance accuracy and efficiency, and optimize systems for billing and collections processes.

Required Experience

Candidates for this position should possess 5 to 10 years of relevant experience in financial operations, with a strong background in accounts receivable and billing management, preferably within the utilities sector or a related industry.

Work Setting

This is a full-time role situated in Umluj, Tabuk, Saudi Arabia. The Manager Financial Operations will be an integral part of the Utilities Finance department, contributing to the financial health and operational efficiency of TRSUC's innovative utility services.
