About the Role

Yanbu Aramco Sinopec Refining Company (YASREF) Ltd. is seeking a Fire Chief II to lead firefighting and emergency response teams in Al Madinah, specifically in Yanbu and Medina. This full-time role involves commanding emergency operations, managing day-to-day shift operations, and ensuring meticulous fire protection. The Fire Chief II will also ensure compliance with all government regulations related to fire safety.

Key Responsibilities

  • Lead firefighting and emergency response teams and command emergency operations, including managing shifts, scheduling, and administering duties.
  • Conduct risk assessment inspections and visit premises to identify hazards and develop mitigation plans.
  • Inspect buildings for hazardous conditions and fire code violations, such as combustible material accumulation, electrical wiring issues, and inadequate fire exits.
  • Follow up on fire code compliance to ensure corrective actions are taken for identified violations.
  • Ensure technical specifications for firefighting equipment (fire trucks, foam/water carriers, emergency vehicles, rescue equipment, advance control vehicles, and portable equipment) are maintained.
  • Inspect properties handling hazardous materials to ensure compliance with laws, codes, and regulations, and issue permits to compliant facilities.
  • Ensure proper firefighting and emergency response techniques are applied, responding safely and promptly to emergencies such as fires, toxic leaks, gas leaks, and rescue operations.
  • Conduct regular training to update knowledge of fire prevention, safety, and firefighting procedures, and plan and evaluate training for YASREF volunteers and the Emergency Response Team (ERT).
  • Provide mentorship and development within the department, coaching and developing colleagues.
  • Plan and conduct annual theoretical and practical fire extinguisher training for YASREF employees.
  • Stay updated on new firefighting/emergency response technology and ensure techniques, equipment, and training align with best practices.
  • Participate in plans for new or remodeled buildings to ensure structures meet fire safety codes, reviewing drawings for new developments and recommending fire protection systems.
  • Conduct internal investigations to determine negligence and violations by fire department employees.
  • Develop and coordinate fire prevention programs, including false alarm billing, fire inspection reporting, and hazardous materials management.
  • Relay work orders, messages, or information to or from work crews, supervisors, or field inspectors using telephones or two-way radios.
  • Examine fire sites, collect evidence, and accelerant residue to determine fire causes.
  • Participate in communication and coordination meetings with internal and external agencies, coordinate emergency drills, and work with local fire departments.
  • Ensure all government regulations related to fire safety are followed and implemented, providing aid in emergency mitigation as directed by supervisory personnel or outside agencies when required.
  • Perform other job-related duties as assigned by the direct Supervisor.

Qualifications and Requirements

  • Bachelor’s Degree in Engineering, Fire Protection, or an equivalent field.
  • Certified in Fire Protection.
  • A minimum of 10 years of relevant experience.

Internal and External Communication

The role requires regular internal reporting and referral to hierarchy, implementing pertinent policies, exchanging information, and discussing relevant KPIs/performance parameters. The Fire Chief II will also provide services to other organizations within YASREF.
