About the Role

Hill International is seeking a Lead HSE Officer / HSE Data, Systems & Reporting Lead for a full-time position. This pivotal role focuses on ensuring the integrity and strategic application of HSE data, combining safety expertise with advanced analytics and digital capabilities. The Lead HSE Officer will translate complex project data into actionable insights, ensuring accurate and reliable HSE information for executive decisions, stakeholder submissions, and organizational performance reporting. This position acts as the principal custodian of HSE data governance and assurance.

Key Responsibilities

  • Manage HSE management systems (*, Enablon, Intelex) and digital platforms, ensuring data integrity, access control, and user effectiveness.
  • Establish robust data collection, verification, and quality assurance processes, identifying anomalies and ensuring accurate, traceable, and auditable data.
  • Lead the preparation, verification, and submission of HSE performance reports, managing weekly, monthly, and quarterly reporting across Projects HSSEW.
  • Develop Power BI dashboards, predictive analytics, and trend analysis to provide clear intelligence and decision-support insights for leadership.
  • Design and implement fit-for-purpose digital tools, automating data workflows, and integrating multiple sources for efficient and transparent reporting.
  • Support workforce demobilization, contractor offboarding, and project transition activities, providing live visibility and metrics for management.
  • Maintain HSE reporting continuity during organizational changes and system disruptions, developing resilient alternative reporting solutions.
  • Partner with project teams and stakeholders to improve information quality and reporting discipline, providing expert advice and technical support.
  • Build organizational capability in data-driven risk management and digital HSE reporting, promoting clear data ownership and accountability.

Qualifications and Experience

  • Recognized qualification in occupational health and safety, engineering, data analytics, or a relevant field.
  • Professional safety qualification or certification suitable for the role's level and responsibilities.
  • Demonstrated competence in HSE performance management, data assurance, and executive reporting.
  • Advanced skills in Power BI, data modeling, dashboard development, and analytical reporting.
  • Practical experience with enterprise HSE management systems (*, Enablon, Intelex) and digital applications/workflows.
  • Significant experience in HSE data, systems, assurance, or performance reporting in major projects or high-risk environments.
  • Proven track record in delivering executive-level dashboards, PIF reporting, and project data validation processes.
  • Ability to develop practical digital solutions from concept to implementation, and maintain reporting continuity during transitions.
