About the Role

Bechtel Corporation is seeking a QS & Administration Supervisor for a contract position in Ras Al Khair, located in the Eastern Province of Saudi Arabia. This role is part of the Engineering Department for the Royal Commission, focusing on major infrastructure projects within Ras Al Khair. The position requires commuting daily to Ras Al Khair from accommodation provided in Jubail Industrial City.

Project Context

Bechtel has managed the Jubail project, a city built from the ground up, since the mid-1970s as the Management Services Contractor for the Royal Commission. The contract, renewed until June 2026, involves extensive development including residential communities, infrastructure, and various public facilities. This role specifically supports engineering-led projects within Ras Al Khair, a location approximately 100 kilometers north of Jubail Industrial City.

Key Responsibilities

The QS and Contract Administration Supervisor will lead and coordinate quantity surveying and contract administration activities. Key responsibilities include:

• Reviewing and coordinating Request for Proposal (RFP) documents, technical content, and design for accuracy and completeness.
• Ensuring accuracy in material take-offs, bills of quantities, and pay item descriptions.
• Identifying scope errors, omissions, and missing pay items in coordination with engineering disciplines.
• Conducting quality checks on bid documents and contract change orders.
• Developing and standardizing measurement methods, and providing training.
• Administering technical contracts, monitoring progress, and identifying potential difficulties.
• Coordinating operational activities affecting contractual rights and obligations.
• Facilitating negotiations for contract changes and obtaining necessary approvals.
• Representing Bechtel in contractual discussions and preparing status reports.
• Providing guidance and knowledge transfer to Saudi National Contracts Administrators.

Qualifications and Experience

Candidates should possess:

• A Bachelor's degree in engineering or quantity surveying, with 10-13 years of experience, or 14-17 years of relevant work experience.
• Experience on infrastructure-based projects including site preparation, site development, highways, and buildings.
• Expertise in standard methods of measurement and quantity take-offs, with familiarity in bill of quantities structures.
• Knowledge of civil, structural, electrical, mechanical, and telecommunications disciplines.
• Understanding of construction contract formation and administration, including law, negotiation, and cost engineering.
• Experience in estimating, claims, and contract lifecycle management.
• Field experience on construction projects with diverse teams.
• Working knowledge of standard Microsoft Office applications.
• Previous experience in a supervisory role or coaching a team.

Work Environment and Location

This is a contract position based in Ras Al Khair. Daily commuting between Jubail Industrial City, where accommodation is provided, and Ras Al Khair is required, utilizing project-provided transportation. Complimentary breakfast and lunch are provided for assignees in Ras Al Khair on workdays.
