Engineering Manager (Operation Manager) EXPO

About the Role

Bechtel Corporation is seeking an Engineering Manager (Operation Manager) EXPO for a full-time position in Riyadh, Saudi Arabia. This role involves managing the integration of operational requirements across all phases of the Expo 2030 Riyadh program, from planning and design through to operational readiness.

Project Context: Expo 2030 Riyadh

Expo 2030 Riyadh is a global platform focused on sustainable development, innovation, and transformative thinking, under the theme “Foresight for Tomorrow.” Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits. Bechtel, in collaboration with Expo 2030 Riyadh Company (ERC), will manage the infrastructure program for the 6 km2 Masterplan, which includes early works, utilities, and public spaces. The site will transition into a mixed-use legacy development post-event, adhering to international sustainability standards for urban afforestation, treated water, and energy sources.

Key Responsibilities

• Act as the primary PMC focal point for operational integration and readiness activities, reporting to the Engineering Manager/Technical Delivery Manager.
• Ensure operator requirements, event operations, mobility, logistics, security, maintenance, customer experience, and venue operations are captured and integrated into project delivery.
• Manage operational interfaces with consultants, contractors, operators, authorities, venue teams, and stakeholders to ensure infrastructure supports safe and efficient event-time and legacy operations.
• Support the transition from design and construction to testing, commissioning, readiness, and operational delivery, identifying and managing operational risks and dependencies.
• Develop and maintain operational requirements, assumptions, constraints, and operational interface registers.
• Coordinate operational interfaces across various domains including mobility, transport, logistics, security, and facilities management.
• Review design submissions and technical deliverables for operational compliance.
• Lead operational readiness workshops, reviews, and stakeholder coordination meetings.
• Coordinate the development and review of Concepts of Operations (ConOps), Operational Plans, Readiness Plans, Transition Plans, and Handover Strategies.
• Support the development of event-time and legacy operating models.
• Identify operational risks, dependencies, and readiness gaps, and develop mitigation strategies.
• Coordinate testing, commissioning, trial operations, rehearsals, and readiness activities.
• Support the integration of mobility operations, including public transport, traffic management, and crowd management.
• Coordinate with security, emergency management, logistics, and government agencies for operational alignment.
• Support authority engagement for operational approvals and readiness.
• Provide regular reporting on operational readiness, interface status, risks, and mitigation actions.
• Support the transition from project delivery into operational deployment and handover.

Qualifications and Experience

• A minimum of 10 years of experience in a relevant field.
• Demonstrated experience in major-event and mega-project operations.
• Proven ability to manage complex operational integrations across multiple project phases.
