Manager Technology Procurement

About the Role

Qiddiya Investment Company (شركة قدية الاستثمارية) is seeking a Manager - Technology Procurement to join their team in Riyadh, Riyadh Province. This full-time role involves leading end-to-end technology procurement processes across assigned portfolios, focusing on strategic sourcing, tendering, negotiations, and contract management. The ideal candidate will have 5-10 years of relevant experience.

Role Overview

The Manager - Technology Procurement will be responsible for overseeing all aspects of technology procurement, from initial sourcing strategy development to contract award and ongoing supplier management. This includes ensuring governance, mitigating risks, and optimizing value throughout the procurement lifecycle for various technology portfolios.

Key Responsibilities

• Lead RFI, RFQ, RFP, ITB, and direct-award procurement processes.
• Develop and execute sourcing strategies that align with business and category requirements.
• Manage the entire procurement process, from demand planning through contract award and supplier onboarding.
• Lead technical and commercial evaluations, tender clarifications, Best and Final Offers (BAFOs), and negotiations.
• Manage contract amendments, renewals, extensions, change requests, and provide claims support.
• Monitor procurement schedules and Tender Event Schedules.
• Drive cost optimization and enhance commercial value.
• Manage supplier performance, resolve disputes, and handle operational escalations.
• Review sourcing strategies, tender documentation, evaluations, and governance submissions.

Qualifications and Experience

• Proven experience in managing complex technology procurement and strategic sourcing initiatives.
• Experience leading competitive tendering processes and contract negotiations.
• Experience managing suppliers, stakeholders, and cross-functional procurement initiatives.
• Experience within large-scale organizations, giga-projects, government entities, or highly regulated environments is preferred.
• A minimum of 5-10 years of relevant experience is required for this role.
