Organizational Development Specialist
Saudi Gold Refinery Co. (SGR), a leading Saudi mining and precious-metals company, is seeking an Organizational Development Specialist to join its team in Riyadh, Saudi Arabia. This full-time role requires 5-10 years of experience and is crucial for designing and implementing workforce structures and talent development initiatives.
Role Purpose and Strategic Impact
The Organizational Development Specialist will report directly to the VP of HR and play a key role in aligning SGR’s organizational capabilities with its expanding exploration and downstream refining capacity. This position involves translating strategic growth targets into actionable organizational plans, ensuring alignment with plant shift coverage, technical certification requirements, and corporate governance standards. The specialist will ensure that talent development and structural design directly support SGR’s operational efficiency and Vision 2030 local content objectives through disciplined workforce planning, data-driven structural analysis, and cross-functional coordination.
Key Responsibilities
- Map current and future reporting structures to align with SGR’s exploration expansion and refining capacity targets, maintaining optimal span-of-control ratios.
- Develop role-specific competency matrices that differentiate between corporate, laboratory, and plant-shift operational requirements, linking them to certification pathways.
- Facilitate quarterly talent review sessions with department heads to identify high-potential employees and document readiness levels for critical technical and leadership positions.
- Integrate headcount forecasting models with Qiwa and MHRSD reporting to maintain accurate workforce data and achieve Nitaqat compliance across all business units.
- Design communication and adoption plans for new operational procedures, system implementations, and facility expansions, tracking stakeholder readiness metrics.
- Standardize performance management by reviewing calibration data to ensure consistent ratings across shift workers, laboratory staff, and corporate teams, aligning individual objectives with plant throughput targets.
- Evaluate training effectiveness by measuring post-training competency retention and operational readiness through assessment scores, safety incident trends, and supervisor feedback surveys.
- Produce monthly organizational health dashboards tracking internal mobility, promotion velocity, turnover by department, and succession coverage gaps.
- Partner with HSE and Operations to ensure competency standards incorporate permit-to-work, lockout-tagout, and chemical-handling requirements before site access is granted.
Key Performance Indicators
- Deliver a fully mapped organizational structure and job architecture covering all refining, laboratory, and corporate departments within twelve months.
- Establish technical competency matrices and certification tracking for 100% of critical plant and assay roles by the end of the first year.
- Complete the first annual succession planning cycle with documented readiness levels for all top fifty technical and leadership positions.
- Implement a standardized change management protocol that reduces post-implementation adoption lag by 30%.
- Produce quarterly workforce planning reports that align headcount forecasts with production schedules and Nitaqat targets.
- Maintain a 90% internal fill rate for mid-level technical and supervisory vacancies through structured development pipelines.
- Achieve a 95% completion rate for mandatory competency assessments across all shift-based operational teams.
Candidate Profile
The ideal candidate will bring 5-10 years of experience in organizational development, human resources, or a closely related field. This role requires a proven ability to design and implement workforce structures, develop competency frameworks, and execute succession planning. Candidates should demonstrate strong analytical skills for workforce planning and HR data, alongside experience in change management and performance standardization within an operational environment.
