About the Role

Duncan & Ross is seeking a Program Governance Officer (PGO) to join the Programme Governance Office for a new greenfield bank launch in Riyadh. This full-time role involves contributing to the establishment of a new banking entity from its inception, covering critical areas such as core banking platform selection, licensing, regulatory approval, technology infrastructure, product design, and operational readiness. This position is central to a fast-moving, multi-workstream program, offering the opportunity to build foundational plans, trackers, and governance rhythms from scratch.

Key Responsibilities

  • Build, maintain, and regularly update the integrated programme plan in Microsoft Project, including milestones, dependencies, critical paths, baselines, and progress tracking across all workstreams (technology, licensing/regulatory, operations, product, risk & compliance, HR/talent).
  • Develop and maintain the programme manpower and resource plan, covering allocation, availability, demand, and capacity, particularly in a scaling greenfield environment.
  • Establish and maintain the action tracker, RAID log, decision log, dependency tracker, and deliverable register, setting governance standards for the programme.
  • Coordinate with stream leads across technology, licensing, product, and operations to confirm milestone progress, upcoming deliverables, resource requirements, dependencies, and overdue actions.
  • Develop dashboards and executive-level views to communicate delivery progress, resource utilisation, risks, issues, dependencies, and required management actions to programme leadership and the Board/Steering Committee.
  • Support the preparation of governance packs, Steering Committee materials, regulatory-readiness workshop packs, and weekly status reports.
  • Consolidate cross-stream information, spanning technology build, licensing milestones, product launch readiness, and operational setup, into a single, accurate programme-level view.
  • Track key approvals, deliverable sign-offs, and dependencies across business, technology, procurement, risk, compliance, and regulatory stakeholders.
  • Coordinate meetings and support the preparation of agendas, minutes, action logs, and closure follow-ups.
  • Ensure programme documentation is organised, version-controlled, and circulated to appropriate stakeholders, meeting audit trail requirements for new bank licensing processes.

Required Qualifications and Experience

  • 0-1 years of PMO/PGO experience within banking, financial services, or large-scale transformation programmes.
  • Prior experience on a greenfield build, new bank launch, or core banking implementation is highly desirable.
  • Advanced Microsoft Project skills, including integrated planning, dependency management, baselining, critical-path analysis, and progress tracking.
  • Proven ability to develop and maintain manpower, resource-capacity, and allocation plans in a fast-scaling environment.
  • Strong Excel and PowerPoint skills, including the ability to create automated dashboards, management reports, and executive-level/Board-level presentations.

Essential Skills

  • Strong analytical, coordination, and communication skills.
  • Ability to manage multiple stakeholders, including regulators, technology vendors, and executive leadership, and drive actions to closure.
  • Highly organised and detail-oriented.
  • Comfortable operating with ambiguity, building structure and process where none yet exists, across multiple concurrent workstreams and competing priorities.

Work Environment

The role operates within a dynamic and evolving environment typical of a de novo bank build. Candidates should be comfortable with a fast-paced setting where scope, priorities, and governance structures may still be maturing as the program progresses.
