About the Role

Bechtel Corporation is seeking a Quality Specialist to join its team in Riyadh, Saudi Arabia. This full-time position supports the project management consultancy services for the development of King Salman International Airport, a significant infrastructure project aimed at expanding air travel capacity in the region. The role involves ensuring adherence to quality standards throughout the project lifecycle.

Role Overview and Responsibilities

The Quality Specialist will be instrumental in supporting the review of contractor Quality Management System (QMS) related plans, Inspection and Test Plans (ITPs), and Quality Procedures. This role requires the evaluation of applicable quality requirements, reporting of new or revised regulatory mandates, and monitoring of non-conforming conditions to assess the effectiveness of corrective actions. Recommendations provided will contribute to resolving quality issues and mitigating performance risks. The specialist will also participate in quality audits and surveillances, offering necessary support.

• Prepare and complete quality audit checklists, participating in internal and external audits for contractors, suppliers, and project quality programs.
• Review and monitor nonconformities, ensuring timely and effective corrective actions and closure of audit findings.
• Evaluate quality procedures and manuals for compliance with project quality plans and draft new procedures as needed.
• Support root cause analyses and develop corrective action plans for complex quality issues.
• Provide daily support and guidance to project teams in implementing QMS requirements and maintaining compliance.
• Review and assess contractor quality submittals, including manuals, procedures, Quality Plans, ITPs, audit schedules, and vendor prequalification.
• Maintain communication with client quality representatives, manage relationships, and ensure consistent reporting.
• Provide input to Project agreed Key Performance Indicators (KPIs) on a monthly basis.
• Develop standardized quality metrics to support performance monitoring and continual improvement.
• Conduct quality surveillances on-site, quality walkdowns, document observations or non-conformances, and ensure timely resolution and follow-up.
• Report to the Quality Lead.

Qualifications and Experience

Candidates are required to possess a bachelor's degree in engineering (or an international equivalent). The role requires 2-5 years of experience specifically as a Quality Specialist/Engineer. Alternatively, candidates with 6-9 years of relevant quality work experience will be considered.

Required Knowledge and Skills

Successful candidates will demonstrate:

• Technical knowledge in the application of engineering, environmental, procurement, construction, testing, and commissioning practices to understand project and regulatory requirements.
• Understanding of quality principles and their application across engineering, environmental, procurement, construction, testing, operations, and commissioning.
• Knowledge of corrective action system application for eliminating nonconforming conditions.
• Familiarity with regulatory requirements and their impact on quality programs.
• Proficiency in oral and written English communication.
• Proficiency in relevant computer and reporting applications, including BIM 360, Power BI, Microsoft Office programs, and other related tools.
• Ability to perform assessments of suppliers' and contractors' processes, systems, and practices.
• Prompt identification and reporting of quality-related challenges to mitigate project timeline impacts.

Preferred qualifications include knowledge of Bechtel's administrative practices and ISO 9001 certification for QMS Requirements/Awareness. An IRCA-approved ISO 9001:2015 Certified Auditor/Lead Auditor qualification is required.
