TECHNICAL PROJECT MANAGER SMART CITY AI

About the Role

Duncan & Ross is seeking a Technical Project Manager with expertise in Smart City and AI technologies. This full-time position is based in Riyadh and involves delivering smart city, AI, and networking programs for Saudi Arabia's giga-projects and destination developers. The role requires end-to-end ownership of technology delivery, from design and procurement through integration, testing, and handover.

Key Responsibilities

• Lead the end-to-end delivery of smart city and smart destination technology projects, including IoT and sensor networks, command and control centres, smart mobility, CCTV and video analytics, and smart building systems.
• Deliver AI and data projects, such as computer vision, footfall and crowd analytics, predictive maintenance, and digital twins, from proof of concept to live operation.
• Manage the rollout of active and passive network infrastructure, including fibre backbone, data centres, LAN/WAN, Wi-Fi, 5G/LTE, ELV, and telecom systems.
• Coordinate with master planners, design consultants, MEP, and construction contractors to ensure technology integration into the build programme.
• Oversee vendor and systems-integrator selection, from RFPs and technical evaluation to contract award, and manage delivery against SLAs and milestones.
• Manage scope, schedule, budget, risks, and dependencies, and report progress to steering committees and executive stakeholders.
• Supervise system integration, testing (FAT, SAT, UAT), commissioning, operational readiness, and handover to operations.
• Ensure delivery adheres to client standards and Saudi regulations, including cybersecurity (NCA) and data-protection requirements.

Qualifications and Experience

• Bachelor's degree in Engineering, Computer Science, or a related field.
• PMP certification is required.
• 8+ years of experience managing technology projects, with at least 3 years focused on smart city, smart destination, giga-project, or large infrastructure programmes.
• Demonstrated experience in smart city projects, including delivery of IoT platforms, integrated command centres, smart mobility, security and surveillance, or building management systems.
• Experience in AI and data projects, specifically the delivery of AI-enabled solutions such as computer vision, video analytics, predictive analytics, or digital twins, along with a working understanding of data platforms and AI governance.
• Solid technical grounding in network infrastructure, including fibre and structured cabling, LAN/WAN, Wi-Fi, data centres, and telecom systems.
• Experience managing systems integrators, OEMs, and multi-vendor delivery against contracts and SLAs.
• Experience collaborating with construction, MEP, and design teams on new-build developments.

Required Skills

• Strong governance, reporting, and stakeholder-management skills, including at executive and board level.
• Fluent written and spoken English.
