About the Role

Jazeera Airways is seeking a highly experienced Director of Flight Operations to lead the Flight Operations function for its new venture in the Kingdom of Saudi Arabia. This full-time position is based in Jeddah and Makkah.

Role Context and Responsibilities

The Director of Flight Operations (DFO) is a post holder acceptable to GACA, reporting to the Accountable Manager. This role is critical during the startup phase of the company's Air Operator Certificate (AOC) project, serving as the primary Nominated Person for flight operations. The DFO is responsible for establishing the safe and legal foundation for the company's operations, including designing operational procedures, hiring key personnel, overseeing aircraft introduction, and securing regulatory approval.

Key responsibilities include:

  • Ensuring the management and supervision of all flight operations activities.
  • Managing safety and security risks associated with flight operations.
  • Conducting flight operations in accordance with the Air Operator Certificate (AOC) conditions and restrictions, and in compliance with GACA regulations and Jazeera Airways' standards.
  • Overseeing the safe and efficient operation of the company's aircraft, flight crew, cabin crew, and the operations control centre.
  • Developing, maintaining, and ensuring the currency of the company's Flight Operations Manual system, including ownership of Operations Manuals (A, B, C, and D) and OpSpecs.
  • Ensuring the allocation of necessary resources for aircraft operations and controlling human resources required for operations.
  • Accountability for operational safety and security elements related to the conduct or supervision of flight operations.
  • Implementing an effective Standardization system and determining Standard Operating Practices to comply with relevant legislation and regulations.
  • Organizing inspection flights to assess crew standards and identify areas for improvement in standards, procedures, and training.
  • Initiating, approving, administering, and monitoring a cost-effective Flight Operations department annual budget to achieve operational targets without compromising safety.
  • Planning and implementing required changes in the flight operations organization, including management personnel and crew members, ensuring all personnel are qualified as required.
  • Overseeing employee interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; and resolving employee issues.
  • Ensuring the implementation of an occurrence reporting system for feedback, assessment, and evaluation of incident and accident reports to identify adverse trends or address deficiencies.
  • Investigating and reporting on incidents/accidents and making recommendations to prevent recurrence.
  • Liaising with local Civil Aviation Authorities on flight operations matters and signing GACA correspondence and applicable Operations Specifications.
  • Ensuring compliance with all applicable regulations, policies, procedures, and guidelines, including the maintenance and revision of the Statement of Compliance.
  • Maintaining proper recordkeeping for all Flight Operations department records.
  • Coordinating with the Director of Maintenance to ensure aircraft have appropriate operational equipment and that operating limitations are suitable for approved areas, routes, and airports.
  • Planning, implementing, revising, and monitoring policies, procedures, recommendations, and standards related to the Flight Operations department and its structure.
  • Ensuring Crew Scheduling and Planning, as well as Crew Control, comply with flight and duty time regulations.

Qualifications and Experience

Candidates must meet the following qualifications and experience requirements:

  • Hold an airline transport pilot (ATP) license.
  • Possess at least 3 years of supervisory or managerial experience within the last 6 years in a role exercising operational control over operations similar to those conducted under GACAR Part 121.
  • If this is the first time holding the position of Director of Flight Operations, at least 3 years of experience within the past 6 years as a Pilot in Command (PIC) of an aircraft operated under GACAR Part 121 is required.
  • If the candidate has previous experience as a Director of Operations, at least 3 years of experience as a PIC of an aircraft operated under GACAR Part 121 is required.
  • Demonstrate knowledge of regulations, requirements, the contents of the company AOC, operations specifications, regulatory provisions, and standards necessary to ensure safety, security, and efficiency in their duties and responsibilities.
  • Possess good analytical skills.
  • Exhibit strong interpersonal, communication, and supervising skills with the ability to liaise effectively at all organizational levels.
  • Have basic knowledge of incident/accident investigation concepts.
  • Completed Advanced Safety Management System (SMS) and Human Factors (HF) training.
