About the Role

Work Gateway is seeking an experienced Personnel & HR Operations Manager to join a construction company in Jeddah, Makkah. This full-time role requires a specialist with comprehensive knowledge of Saudi government platforms and labor regulations. The position is open to Saudi Nationals Only, as per regulatory requirements.

Key Responsibilities

• Oversee the Saudization (Nitaqat) strategy and ensure compliance with target bands.
• Manage all transactions on government platforms, including Qiwa, GOSI, Mudad, Muqeem, Absher Business, Najiz, and TAM/Nitaqat.
• Ensure full regulatory compliance across all HR operations.
• Handle GOSI registrations, wage protection system (WPS) processes, and Mudad processing.
• Oversee work permits, visa processing, and Muqeem transactions.

Qualifications and Requirements

• Must be a Saudi National.
• Bachelor's degree in HR, Business Administration, or a related field.
• Proven experience as a Personnel/HR Operations Manager, with 5-10 years of relevant experience.
• Expert knowledge of all Saudi government HR platforms.
• Strong understanding of Saudi Labor Law and Saudization regulations.
• Experience within the Construction industry is mandatory.

Required Skills

• Proficiency in managing government platforms such as Qiwa, GOSI, Mudad, Muqeem, Absher Business, Najiz, and TAM/Nitaqat.
• Ability to ensure regulatory compliance and manage HR operations effectively.
• Strong organizational and communication skills.

Work Environment
