Manager Engineering

About the Role

Julphar is seeking a Manager Engineering to lead and oversee all engineering activities. This full-time position is based in Jiddah, Makkah, Saudi Arabia, and is critical for ensuring operational excellence, compliance, and strategic development within the engineering department.

Core Responsibilities

• Oversee Utilities Operation activities, including water systems, HVAC, compressed air, nitrogen, and electricity, ensuring adherence to established procedures, cGMP requirements, and Building Management Systems (BMS).
• Execute all corrective and preventative maintenance for cGMP premises, equipment, and utilities.
• Manage all necessary spare parts, encompassing procurement, storage, and inventory control.
• Partner in new projects related to premises, utilities, and equipment, from User Requirement Specification (URS) through vendor assessment, offers, execution, Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning, and qualifications.
• Apply cGMP requirements across all engineering activities, including Quality Management Systems (QMS), auditing, and cross-functional collaborations.
• Support all technical departments in achieving overall technical operation Key Performance Indicators (KPIs) by applying excellence in engineering activities.
• Manage all Capital Expenditure (CAPEX) and Operational Expenditure (OPEX) activities to remain within the planned budget.

Engineering Department Leadership

The Manager Engineering is responsible for the comprehensive leadership and development of the engineering department, which includes:

• Defining optimal organizational structures to ensure efficient resource utilization and effective communication.
• Identifying, recruiting, and retaining qualified engineering professionals.
• Coordinating with Human Resources for initial and ongoing staff training to meet competency requirements.
• Providing professional guidance, mentorship, and support across all engineering functions.

Environmental, Health and Safety Responsibilities

The role includes adherence to and promotion of company Environmental, Health and Safety (EHS) standards:

• Following the company’s Environmental Management System (ISO 14001:2015) and HSE policies in daily work.
• Actively minimizing environmental impacts, maintaining a safe workplace, and handling tasks responsibly, including proper waste disposal and safe use of equipment.
• Reporting hazards, non-conformities, or environmental issues to supervisors and supporting continual improvement initiatives.

Required Experience

Candidates should possess 15+ years of relevant professional experience in engineering management, preferably within an industry or environment that requires strict adherence to cGMP standards.
