About the HR Operations Manager Role

Abdullah A. Al-Barrak & Son Co. is seeking an experienced HR Operations Manager to oversee and lead the company's human resources operational functions. This full-time position is based in Al Jubail, Saudi Arabia. The role is critical in ensuring compliance with Saudi labor laws, company policies, and HR best practices, while supporting overall business objectives through efficient HR operations.

Key Responsibilities

  • Lead and manage the HR Operations function to achieve operational excellence across all HR services.
  • Develop, implement, and continuously improve HR operational policies, procedures, and governance frameworks aligned with business objectives.
  • Ensure full compliance with Saudi Labor Law, regulatory requirements, and internal corporate policies.
  • Oversee the complete employee lifecycle, including onboarding, employment changes, transfers, promotions, and separation processes.
  • Direct HR compliance activities, internal audits, and risk mitigation initiatives.
  • Lead workforce administration, employee records management, document control, and HR data governance.
  • Partner with senior leadership on organizational effectiveness, workforce planning, and operational improvements.
  • Oversee payroll governance by ensuring accurate HR data, approvals, and coordination with Finance, maintaining compliance with payroll policies.
  • Monitor and optimize HR operational KPIs, service levels (SLAs), and employee experience through data-driven decision-making.
  • Manage HR systems (HRIS), digital transformation initiatives, and process automation projects to enhance operational efficiency.
  • Ensure effective administration of government platforms including Qiwa, GOSI, Mudad, Muqeem, and other regulatory systems.
  • Lead, coach, and develop the HR Operations team, fostering a high-performance and customer-focused culture.
  • Manage employee relations matters, disciplinary procedures, grievance cases, and policy interpretation in collaboration with business leaders.
  • Prepare executive-level reports, dashboards, and workforce analytics to support strategic decision-making.
  • Drive continuous improvement initiatives by identifying operational gaps, implementing best practices, and enhancing HR service delivery.
  • Collaborate closely with Talent Acquisition, Payroll, Government Relations, Finance, and other business functions to ensure seamless HR operations.

Qualifications and Experience

  • Bachelor's or Master's Degree in Human Resources, Business Administration, or a related field.
  • 5-10 years of experience in HR Operations.
  • At least 3 years in a supervisory or managerial HR role.
  • Previous experience in construction, engineering, or industrial companies is preferred.

Required Skills and Competencies

  • Strong knowledge of Saudi Labor Law.
  • Experience with HRIS and ERP systems.
  • Excellent knowledge of Qiwa, GOSI, Mudad, Muqeem, and other government HR platforms.
  • Strong leadership and people management skills.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • High attention to detail and organizational skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Fluent in Arabic and English.

Work Location and Type

This is a full-time position located in Al Jubail, Saudi Arabia.
