Bechtel Corporation has been instrumental in the development of Jubail, a significant civil engineering project in the Eastern Province of Saudi Arabia, since the mid-1970s. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor (MSC) for the Royal Commission, overseeing engineering, procurement, and construction (EPC) management. This involves managing design submissions from local AE firms and supervising construction work performed by local contractors and sub-contractors in Al Jubail and Ras Al-Khair Industrial Cities. The contract with the Royal Commission was renewed in June 2026 for another five years, focusing on extensive development across residential, commercial, and infrastructure sectors, including new communities, iconic structures, utility services, roads, and port expansions.

Overview of the Senior Safety Engineer Role

The Senior Safety Engineer is a full-time position responsible for leading project-wide Environmental, Safety, and Health (ES&H) initiatives and providing critical technical support. This role reports directly to the Lead Safety Engineer or the Project ESH Manager, contributing to the overall safety framework and compliance across the extensive Jubail project. The Senior Safety Engineer ensures adherence to safety requirements and promotes best practices among construction teams and contractors.

Core Responsibilities

• Conduct project-wide ES&H initiatives, including vehicle inspection campaigns and focused assessments of contract work sites (*, work at height safety, chemical storage, traffic & pedestrian management, environmental inspections, scaffold, PPE, excavations).
• Provide technical support and review of client contractor method statements and risk assessments.
• Offer safety technical support and assistance to contract projects during site visits.
• Participate in meetings with customers, project construction colleagues, and client contractors/subcontractors to advise on safety requirements affecting ES&H during the scope of works.
• Provide recommendations and input for revising safety procedures, work processes, and other improvement measures.
• Conduct safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements, including contractual commitments, permits, and the project’s ES&H Manual, providing detailed reports on corrective actions.
• Produce training presentations and deliver training when required.
• Provide technical ES&H oversight and direction to construction colleagues, client’s contractors, and subcontractors.
• Maintain relationships with internal organizations (*, engineering, construction), customers, and contractors/subcontractors.
• Maintain contact with other safety personnel to keep them informed of changing requirements and to provide technical assistance.
• Maintain contact with customers to exchange information on safety issues, technical advances, and new technologies.
• May directly supervise Client & Bechtel trainees, graduates, and/or others under the direction of the Project ES&H Manager.
• Perform additional duties as assigned by the Lead Safety Engineer and Project ESH Manager.

Required Experience

• A minimum of 10 years of experience in safety engineering or a related field.

This role operates within the dynamic environment of the Jubail project, which encompasses a wide array of construction and infrastructure initiatives. The Senior Safety Engineer receives direction from the Lead Safety Engineer and Project ESH Manager, working collaboratively with various internal and external stakeholders to uphold the highest safety standards across all project phases. The position is integral to ensuring compliance and fostering a safe working culture.

Work Location and Type

This is a full-time position based in the Eastern Province of Saudi Arabia, with primary operations in Al Khobar and Al Jubail. The role requires active engagement across various project sites within these industrial cities.
