About Land Sterling

The Role

Land Sterling is seeking a Development Manager for a full-time position in Riyadh, Saudi Arabia. This role involves leading and delivering high-profile real estate development projects, managing their lifecycles from inception to completion. The Development Manager ensures projects are delivered within scope, budget, and timeline, requiring strategic oversight, leadership, and proactive client and stakeholder engagement. The position demands a focus on quality, compliance, and client satisfaction, with 5-10 years of relevant experience required.

Key Responsibilities

  • Lead and manage multiple real estate development projects throughout the full development lifecycle, developing and implementing execution plans.
  • Coordinate project feasibility studies, market assessments, and development strategies, establishing project objectives, deliverables, budgets, and governance structures.
  • Manage multidisciplinary consultant teams, coordinating land acquisition due diligence and preparing investment documents to support funding and partnerships.
  • Oversee the planning and design process from concept through detailed design, ensuring compliance with project briefs, codes, and industry best practices.
  • Manage statutory approvals, planning submissions, building permit applications, and infrastructure approvals with relevant government authorities.
  • Lead engagement with utility providers for service availability, capacity assessments, diversions, and permanent connections, managing all related applications and approvals.
  • Maintain comprehensive project documentation, including feasibility studies, business cases, contracts, approvals, and progress reports, and prepare executive reports for stakeholders.
  • Establish and monitor project development budgets, coordinating cost plans, financial feasibility studies, and cash flows, while managing project expenditure and supporting procurement.
  • Identify, assess, and mitigate commercial, technical, planning, financial, and programme risks, maintaining risk registers and implementing quality assurance processes.
  • Administer consultant and contractor agreements, monitoring contractual obligations, managing variations, and supporting dispute avoidance and resolution.
  • Act as the primary point of contact for clients, building strong relationships with investors, developers, consultants, and government authorities.
  • Coordinate the transition from design into construction, monitoring progress, and managing testing, commissioning, handover, and project close-out activities.
  • Support business development initiatives by preparing technical and commercial proposals and identifying new development opportunities.
  • Collaborate with Land Sterling's internal Project Management, Cost Consultancy, Building Consultancy, and Advisory teams, and mentor junior professionals, contributing to continuous improvement of internal procedures.

Qualifications and Experience

Candidates for the Development Manager position should possess the following:

  • A minimum of 5-10 years of experience in real estate development or a related field.
  • Demonstrated ability to lead and deliver high-profile real estate development projects.
  • Strong understanding of project lifecycles, budget management, and timeline adherence.
  • Proficiency in managing multidisciplinary consultant teams and stakeholder engagement.
  • Experience with planning, design, authority approvals, and utility coordination.
  • Skills in financial management, risk assessment, and contract administration.

Work Environment

The role is based in Land Sterling's corporate offices in Riyadh, Saudi Arabia. It requires regular attendance at project sites, consultant offices, client premises, investor meetings, and government authority offices as needed. Occasional travel within the Kingdom of Saudi Arabia and internationally may be required based on project demands. Extended working hours may occasionally be necessary to meet project deadlines and client commitments. Land Sterling reserves the right to determine the employee's primary work location based on business and operational requirements.
