About the Role

Hill International, Inc. is seeking a Contract Manager to join our team in Riyadh, Riyadh, Saudi Arabia. This full-time position is critical for overseeing all contractual and commercial aspects of a PMO project with the client. The role requires a highly experienced Saudi professional with 5-10 years of experience, capable of reviewing project activities from a contractual perspective, identifying risks and contractual gaps, and protecting the company's interests.

Role Purpose and Strategic Impact

The Contract Manager will serve as the primary contractual advisor to the Project Director and PMO team. This involves providing strategic guidance on contract administration, risk management, and stakeholder communications. The role ensures compliance with contractual obligations, manages contractual correspondence, and supports claims and dispute resolution processes to safeguard the company's position.

Key Responsibilities

  • Review, interpret, and administer the project contract and all associated contractual documents.
  • Ensure strict compliance with contract terms, conditions, obligations, and deliverables.
  • Monitor contractual performance and proactively identify potential contractual risks and issues.
  • Advise project management on the contractual implications of decisions, variations, and project changes.
  • Maintain comprehensive records of all contractual matters, approvals, and correspondence.
  • Conduct thorough contractual reviews of project activities and deliverables to identify gaps, risks, exposures, and potential liabilities.
  • Develop and implement strategies to strengthen and protect the company's contractual position.
  • Provide recommendations to mitigate contractual and commercial risks effectively.
  • Analyze client instructions, notifications, and contract amendments for potential impacts.

Claims and Dispute Management

  • Evaluate events that may give rise to claims, extensions of time, or compensation.
  • Prepare robust contractual justifications supporting company entitlements.
  • Develop comprehensive claim strategies and supporting documentation.
  • Assist management during negotiations, dispute avoidance, mediation, or formal dispute resolution processes.
  • Review and respond to client claims and contractual notices.
  • Draft, review, and issue professional contractual letters, notices, submissions, and official communications.
  • Ensure all correspondence aligns with contract requirements and protects the company's interests, maintaining compliance with notice provisions and contractual timelines.

Client Engagement and PMO Integration

  • Act as the contractual focal point between the company and the client.
  • Participate in client meetings and provide expert contractual advice during discussions.
  • Support negotiations related to contract amendments, variations, and commercial matters.
  • Build and maintain positive working relationships with client representatives and project stakeholders.
  • Support PMO governance activities from a contractual and compliance perspective.
  • Review project reports and deliverables for contractual consistency.
  • Ensure project execution aligns with client requirements and contractual commitments.
  • Advise management on obligations, deliverables acceptance processes, and contractual milestones.

Qualifications and Experience

Candidates for this role must possess 5-10 years of experience in a relevant contractual or commercial management capacity. The position requires a highly experienced Saudi professional with a proven track record in contract administration, risk management, and dispute resolution within large-scale projects.
