About the Role

The Islamic Development Bank (IsDB) is seeking a Technical Support Officer (IT Systems and Business Analytics Support) for an outsourced contract position. This role is based in Jiddah, Makkah, Saudi Arabia, and requires a candidate with 5-10 years of relevant experience.

Role Purpose and Context

This position is integral to supporting the digital transformation, systems administration, automation, business intelligence, and data analytics functions within the Procurement and Project Financial Management (PPFM) department. The Technical Support Officer will contribute to the development, maintenance, and optimization of procurement and financial management systems, while providing essential technical support, reporting, and analytical insights to enhance operational efficiency and decision-making.

Technical and Administrative Support

• Provide user support for various platforms including JIRA, SAP, Power BI, Smartsheet, SharePoint, ePP, ePFM, and OMS.
• Manage user access and permissions in accordance with governance and security requirements.
• Coordinate with the Information Management and Digital Transformation (IMDT) team and other stakeholders to resolve technical issues and implement system enhancements.
• Maintain system documentation, user guides, and knowledge repositories.
• Monitor clearance workflows and prepare delay tracking reports.
• Support divisional committees through coordination and reporting.
• Maintain internal platforms, collaboration sites, and information repositories.
• Provide analytical and operational support to PPFM colleagues and other units as required.

Digital Transformation and Data Analytics

• Support the automation of procurement, financial management, and administrative workflows.
• Assist in the design, testing, and deployment of digital solutions.
• Identify opportunities to utilize AI, automation, and emerging technologies to improve PPFM operations.
• Contribute to enhancements in procurement processing, contract management, and compliance tracking systems.
• Manage procurement and financial management data within OMS and related systems.
• Develop dashboards, analytical reports, and performance monitoring tools using Power BI and other Business Intelligence platforms.
• Conduct workload, resource allocation, and country portfolio analyses.
• Generate management information and insights to support strategic and operational decisions.
• Provide data inputs for institutional reports, management reviews, and performance monitoring exercises.

System Development and Business Requirements

• Gather, analyze, and document business requirements for system enhancements.
• Liaise with IMDT and business stakeholders on procurement and Public Financial Management (PFM) solutions.
• Support user acceptance testing (UAT), system validation, and post-implementation reviews.
• Design and maintain customized reporting solutions, ensuring data governance.

Qualifications and Experience

• A minimum of 5 to 10 years of relevant experience in IT systems support, business analytics, or a related field.
• Demonstrated proficiency with enterprise systems and business intelligence tools such as JIRA, SAP, Power BI, Smartsheet, SharePoint, ePP, ePFM, and OMS.
• Experience in supporting digital transformation initiatives, workflow automation, and data management.
• Strong analytical skills for developing reports, dashboards, and conducting various analyses.
• Ability to gather and document business requirements and support the full system development lifecycle.
