Role Overview

Pearls Consulting Saudi Arabia is seeking a Local Content Senior Manager to lead strategic initiatives for one of its key clients, a PIF-owned company located in Al Madinah, Saudi Arabia. This full-time position is exclusively open to Saudi Nationals who possess extensive experience in local content development and management. The role focuses on deploying and overseeing the local content strategy to meet organizational objectives and national targets.

Key Responsibilities

• Oversee the execution and ensure alignment of the Local Content strategy with company objectives, contributing to the achievement of annual targets and strategic goals.
• Manage internal and external ecosystem stakeholders, including PIF, LCGPA, Rawabet, Al Madinah Regional Municipality, and the Al Madinah Region Development Authority, maintaining strategic relationships for transparency and performance alignment.
• Ensure effective embedment of Local Content mechanisms in procurement processes, monitor vendors’ adherence to obligations during contract execution, and oversee reporting to governmental authorities and internal stakeholders.
• Implement and ensure adherence to the Local Content Operating Model, including policies and procedures, across all functions, while continuously monitoring regulations and coordinating with internal departments for alignment.
• Analyze Local Content scores and KPIs, providing actionable insights and recommendations to drive continuous improvement in performance and compliance.

Candidate Qualifications

The ideal candidate will demonstrate a hands-on approach and the ability to work effectively both independently and as part of a team. Strong analytical and problem-solving skills are essential for this role, enabling the candidate to interpret complex data and formulate strategic solutions.

Required Skills and Experience

• A minimum of 10 years of relevant professional experience.
• Demonstrated experience in Change Management and Stakeholder Management.
• Strong knowledge of Local Content regulations, policies, and best practices.

Location and Compensation
