Job Title: Human Resources and Administrative Affairs Manager

Work Location: Ras Fil Company Factory for Industry – Al Kharj
Employment Type: Full-time – On-site

Job Purpose:

To lead the Human Resources department and supervise its team, ensure the application of the Saudi Labor Law and company policies, develop the work environment, enhance employee efficiency, and achieve discipline and fairness among departments.

Duties and Responsibilities:

  • Manage the HR team, distribute tasks, and follow up on completion.

  • Prepare and develop HR policies, regulations, and procedures.

  • Oversee recruitment, sourcing, interviews, and job offers.

  • Manage employee contracts, appointments, probation, promotions, transfers, and terminations.

  • Supervise attendance, leaves, salaries, and entitlements.

  • Follow up on the application of the Saudi Labor Law and the company's internal regulations.

  • Oversee the platforms of Qawa, Mada, Social Insurance, Muqeem, and Absher Business.

  • Prepare the organizational structure, job descriptions, and authority matrix.

  • Create and implement a performance appraisal system and key performance indicators.

  • Prepare annual workforce needs plans and the HR budget.

  • Handle employee grievances, disputes, violations, and administrative investigations.

  • Apply procedures and penalties fairly and documented.

  • Develop training, qualification, career path, and replacement plans.

  • Follow up on Saudization rates and employment and training support programs.

  • Submit weekly and monthly reports to executive management on employee performance, recruitment, turnover, and violations.

  • Maintain the confidentiality of employee files, salaries, and data.

  • Support department managers in resolving administrative issues and enhancing their teams' efficiency.

  • Participate in building a corporate culture based on discipline, respect, and accountability.

Required Qualifications:

  • Saudi nationality.

  • Bachelor's degree in Human Resources, Business Administration, or a related field.

  • Minimum of 5 years of practical experience in Human Resources.

  • Minimum of 2 years of supervisory or managerial experience.

  • Strong knowledge of the Saudi Labor Law and government platforms.

  • Experience in employee affairs, payroll, recruitment, and performance appraisal.

  • Proficiency in using HR systems and Microsoft Office programs.

  • Strong leadership, communication, problem-solving, and decision-making skills.

  • Good command of the English language.

  • Previous experience in factories or industrial companies is preferred.

  • SHRM or CIPD certification or equivalent is preferred.

Key Performance Indicators:

  • Speed of filling job vacancies and quality of hires.

  • Employee discipline level and attendance rate.

  • Low employee turnover rate.

  • Accuracy of payroll and employee files.

  • Compliance with labor law and government platforms.

  • Timely completion of performance appraisals and training plans.

  • Prompt resolution of employee grievances and violations.

  • Management satisfaction level with HR services.
