About Acwa China and the Role

Acwa China is seeking a Plant General Manager for a full-time position in Bishah. This role involves providing overall direction to plant teams and leading all activities within the plant to ensure safe, reliable, and efficient operations. The General Manager will optimize resource utilization and deliver uninterrupted energy supply in accordance with defined standards, fulfilling contractual obligations to maximize revenue.

Strategic Leadership and Financial Management

  • Develop the plant strategy in line with ACWA NOMAC’s Operations and Maintenance strategy, ensuring vertical alignment and horizontal integration with other departmental strategies.
  • Report regularly to the VP / Country Manager on plant operational and maintenance activities, challenges, issues, and mitigations.
  • Prepare board presentations, including financial figures, plant warranty issues, and operational/manpower issues.
  • Develop the Plant’s Operating budget and manage/monitor financial performance against it, identifying and rectifying unsatisfactory performance and capitalizing on improvement opportunities.
  • Understand project financial metrics, costs, and contractual obligations to achieve revenue, cost, profitability, and productivity targets.

Operational Excellence and Technical Guidance

  • Lead and ensure the effective cascading of operational strategy and plans into mid to short-term production plans, monitoring performance against targets to optimize resource utilization, plant availability, and operating efficiency.
  • Provide overall direction to plant operations and maintenance teams to meet approved production objectives, offering technical guidance and expertise for timely issue resolution.
  • Recommend changes to approved procedures based on technological developments and changing business conditions, and plan/direct minor and major changes within the plant and its processes to ensure a safe working environment and maintain plant efficiency levels.
  • Maintain a thorough understanding of contractual obligations with the Project Company and ensure continuous compliance.
  • Direct teams on operations and maintenance strategies, oversee root cause analysis and investigations, and provide guidance on potential risk areas to improve long-term plant reliability.

System Integration and Compliance

  • Oversee and manage the identification of required inventory, and approve all purchase requisitions/purchase orders for material, spare parts, services, chemicals, equipment, and manpower as per the authority matrix.
  • Oversee contractor work to ensure timely completion while complying with scope, materials specification, method of application, HSSE, and documentation guidelines.
  • Provide overall guidance and ensure the effective implementation of SAP processes within the plants, ensuring adherence to SAP guidelines in all aspects of production planning, scheduling, order processing, and material movement to ensure system/data integrity.
  • Identify, establish, and monitor IMS objectives, targets, and programs in the plant through the adaptation and implementation of policies and procedures, preparing for appropriate IMS Certifications and assisting during IMS audits.
  • Ensure compliance with all relevant health, safety, security, and environmental management policies, procedures, and controls across the plant, guaranteeing employee safety, legislative compliance, and a responsible environmental attitude.

Stakeholder Engagement and Continuous Improvement

  • Develop and maintain effective business relationships with all relevant internal & external entities (*, Project Company, Board, shareholders, OEM contractors, local authorities), upholding the highest standards of business ethics and promptly attending to critical issues.
  • Ensure all plant reports are prepared in a comprehensive, accurate, and timely manner, and delivered to the Project Company as per contractual obligations.
  • Direct and provide guidance on the preparation of periodical statements and progress reports to keep senior management informed and facilitate decision-making.
  • Develop and ensure the implementation of policies, procedures, and controls covering all areas of plant activity, fulfilling all relevant procedural/legislative requirements.
  • Oversee the implementation of effective and economical methods and techniques to identify improvements and/or new technological changes to advance operating methods within the plant, and identify opportunities for improvement.

People Management and Qualifications

  • Manage and monitor the performance of direct and indirect reports, defining workforce requirements and recruiting in conjunction with the People & Culture function.
  • Ensure competent, qualified, and highly motivated employees are available to achieve plant objectives.
  • Manage the effective achievement of team objectives through setting individual objectives, developing the team, and providing formal/informal feedback.
  • Provide overall direction and guidance on talent development initiatives to mentor, coach, and challenge subordinates, ensuring continuous progression and a high level of competence within the team.
  • A minimum of 10 years of relevant experience in plant management or a similar leadership role is required.
