Manager Commercial

About the Role

PACC Offshore Services Holdings Ltd is seeking a Manager Commercial to lead all commercial and business development activities in Saudi Arabia. This full-time position is based in Dammam, Eastern Province, and focuses on driving growth, managing key client relationships, and ensuring compliance with local regulations and company headquarters directives. The role places a significant emphasis on engagement with Saudi Aramco and government requirements, covering the full commercial cycle from tendering to invoicing.

Commercial Management Responsibilities

• Lead the commercial team and ensure close coordination with headquarters.
• Oversee market research, pricing support, and competitor analysis.
• Manage proposals, tendering processes, budget adherence, documentation, and post-tender negotiations.
• Handle contracts, invoicing, regulatory filings, and vessel-related commercial reporting.
• Support the Finance department with budget preparation and monthly updates.

Client and Business Development

• Build and maintain strong client relationships, with a primary focus on Saudi Aramco and its contractors.
• Manage negotiations, payment processes, collections, and CRM system updates.
• Develop new business opportunities, maintain a robust sales pipeline, and establish relationships with vessel owners.
• Gather market intelligence and represent the company at industry events.

Compliance and Government Relations

• Manage interactions with government entities and ensure the validity of permits and commercial documents.
• Update Aramco systems on a monthly basis.
• Lead ZATCA e-invoicing compliance initiatives and manage cybersecurity and ESG certifications.

Invoicing, Verification, and IKTVA

• Lead the invoicing team and support submissions through SAP and the Aramco portal.
• Prepare supporting documentation and oversee verification processes.
• Lead IKTVA reporting, data preparation, and audit support.

Qualifications and Experience

Candidates should possess 5-10 years of relevant experience in commercial management, business development, or a related field, preferably within the offshore or maritime industry in Saudi Arabia. The role requires strong leadership capabilities, a comprehensive understanding of commercial cycles, and experience with Saudi Aramco's operational and compliance requirements. The ability to coordinate effectively with various internal and external stakeholders is essential.
