About the Opportunity

Hill International is seeking a Senior Mechanical Engineer (District Cooling) to join their team in the Dammam Region, Dammam. This full-time position involves overseeing the engineering design, review, and coordination of district cooling systems for a significant airport project. The role operates under the Project Management Consultant (PMC) framework, ensuring the delivery of efficient, reliable, and sustainable cooling solutions.

Role Context and Objectives

The primary objective of this role is to ensure that all district cooling solutions for the airport project are aligned with project requirements, international standards, and operational performance benchmarks. This involves a critical focus on delivering robust and sustainable cooling infrastructure, maintaining high standards of quality and efficiency throughout the project lifecycle.

Key Responsibilities

• Lead the design review and validation of district cooling systems, including chilled water plants, distribution networks, and energy transfer stations (ETS).
• Ensure strict compliance with project specifications, international standards, and local authority regulations.
• Coordinate effectively with MEP, structural, and architectural teams for seamless integration of district cooling systems within the overall project.
• Review and approve technical submittals, shop drawings, method statements, and material specifications.
• Oversee hydraulic calculations, cooling load assessments, and system optimization to achieve energy efficiency.
• Provide expert technical guidance on plant equipment such as chillers, pumps, cooling towers, and control systems.
• Identify potential design and operational risks and develop appropriate mitigation strategies.
• Support value engineering initiatives aimed at optimizing cost, efficiency, and sustainability.
• Participate in design coordination meetings and liaise with key stakeholders, including utility providers and operators.
• Review testing and commissioning plans to verify that system performance meets the design intent.
• Ensure adherence to Hill International’s Quality, Environmental, Safety, and Occupational Health policies and procedures.
• Perform other duties as assigned by the Project Director or line manager.

Required Qualifications and Experience

• A minimum of 15 years of proven experience in mechanical engineering, specifically with district cooling systems.
• Demonstrated experience in large-scale infrastructure or airport projects is essential.
