Role Overview

Sameer Al-Marzouki Engineering Consultants is seeking an experienced Human Resources Supervisor to lead and oversee all human resources functions. This full-time position, based in Jeddah, Makkah, Saudi Arabia, requires 5-10 years of relevant experience. The successful candidate will be responsible for workforce planning, talent acquisition, employee relations, HR operations, and compliance with Saudi labor regulations, ensuring HR strategies align with the company's business objectives.

Leadership and Strategy

• Lead and develop the HR function, setting departmental priorities, managing the HR team, and reporting directly to executive management.
• Own annual workforce planning and headcount forecasting, linking recruitment and resourcing to project timelines and operational approvals from engineering leadership.
• Develop and maintain HR policies, procedures, and an annual leave planning framework, ensuring consistency with Saudi labor law and company governance standards.

Talent Acquisition and Management

• Direct the end-to-end recruitment lifecycle, from workforce planning and sourcing through interviewing, offers, and placement of qualified talent across all disciplines.
• Oversee onboarding and offboarding processes, ensuring new-hire integration, final settlement procedures, and full compliance with organizational requirements.
• Drive employee relations, performance management, and workplace compliance initiatives, advising line managers and resolving issues at all levels.

HR Operations and Compliance

• Manage compensation and benefits, including payroll processing through Mudad, salary structures, allowances, and benefits administration.
• Lead government relations through platforms such as Muqeem, Qiwa, and GOSI.
• Ensure Nitaqat and Tawteen compliance to drive and protect Saudization program objectives.
• Oversee HR administration, including employee records, HR letters, official documentation, and maintaining the accuracy and integrity of HR systems.

Required Experience

Candidates must possess 5-10 years of progressive experience in human resources, demonstrating a strong background in HR leadership, operations, and compliance within a professional environment. A proven ability to manage comprehensive HR functions and align them with business objectives is essential.
