About the Opportunity

Global Projects Services is seeking a Commissioning Engineer for an onshore project in Ras Tannurah, Eastern Province, Saudi Arabia. This role supports a major project for Saipem, a global leader in energy and infrastructure. The position is a contract role for the Juaymah Plant project, with an immediate start and an initial duration of 6 months, renewable. Candidates should possess over 10 years of relevant experience in commissioning engineering.

Role Purpose

The Commissioning Engineer performs technical tasks related to the preparation and execution of pre-commissioning, commissioning, start-up, test run, training, and operation activities. This role involves interfacing with various engineering disciplines, licensors, vendors, and subcontractors, while also providing essential engineering support and maintaining continuous review of production facility operations.

Key Responsibilities

  • Ensure all activities comply with HSE requirements, providing support during Pre Start-up Safety Reviews (PSSR) and HSE meetings.
  • Conduct frequent safety and quality observations in the field and report findings.
  • Support the preparation of progress reports and the execution of Pre-Commissioning, Commissioning, and Start-up activities.
  • Identify solutions for technical and HSE problems encountered during operations that cannot be resolved by the onboard operations team.
  • Coordinate root cause analysis investigations and prepare reports for operational issues affecting HSE, systems availability, and production.
  • Develop knowledge transfer and relevant solutions, including feedback for implementation on other vessels.
  • Provide technical overview of production activities throughout the operations life of Production Facilities, recommending solutions to achieve targets, facilitating information exchange, and optimizing production resources.
  • Coordinate operational issues technically with Corporate Engineering and Procurement departments.
  • Collaborate with the Asset Maintenance department to prepare and manage planning for minimum shutdown maintenance (budget, manning, materials).
  • Coordinate management of change for any modifications to Production Facilities' original design post-commissioning and handover.
  • Coordinate management of change for process/equipment design changes onboard, providing technical support and defining change requirements (*, HAZID, HAZOP, Risk Assessment) in conjunction with the HSE Department.
  • Provide technical assistance to the Proposal Manager during the bidding phase to ensure operational aspects are considered.
  • Offer technical assistance to the Pre-Operations Manager and team during the project execution phase of new leased Production Facilities.
  • Provide continuous technical assistance to ensure a smooth transition from the commissioning team to normal operations, including deliverables and activities (punch lists, marked-up engineering documents, energized systems).
  • Review and comment on operating manuals and procedures, and update engineering documentation as required.
  • Participate in updating procedures and standards to incorporate operational experience from existing vessels.
  • Review HSE plans, procedures, test run procedures, and operating manuals.
  • Support the preparation of Pre-commissioning, Commissioning, and Start-up plans and procedures, including operating instructions and System Dossiers.
  • Participate in design reviews (*, HAZOP, 3D model, Commissionability review meetings).
  • Review commissioning spare parts and consumables lists.
  • Prepare Purchase Requisitions (RdA) and technical evaluations within the sphere of responsibility.

Experience Requirements

Candidates for this role must have a minimum of 10 years of experience in commissioning engineering, ideally within the energy and infrastructure sectors.
