Commercial Director (Facilities Management)

About the Role

Parsons is seeking a Commercial Director (Facilities Management) to join their team in Riyadh, Saudi Arabia. This full-time leadership position involves overseeing the commercial management of a program for a portfolio of Facility Management (FM) service contracts. The role focuses on ensuring effective procurement, contracting, post-contract administration, cost management, change management, and risk management. The Commercial Director will drive commercial success while ensuring compliance with contractual requirements, legal frameworks, and industry best practices.

Key Responsibilities

• Develop and implement the procurement and contracting strategy, ensuring alignment with program objectives, legal requirements, and industry best practices.
• Oversee the tendering process, including preparation of tender documents, evaluation of bids, and contract award, ensuring transparency, efficiency, and compliance with the procurement plan.
• Ensure all contract management activities are carried out in accordance with contractual requirements, including timely review and certification of payments, variations, and claims.
• Establish and maintain robust contracting processes, ensuring clear terms and conditions, risk allocation, and compliance with legal and regulatory frameworks. Act as the primary point of contact for contractor negotiations and dispute resolution.
• Develop and implement principles and procedures for strategic claims scrutiny and defense, ensuring the program's interests are protected and disputes are resolved efficiently.
• Oversee the cost management system, ensuring effective budget control, cost analysis, and reporting of adverse trends to the Program Director.
• Identify and mitigate commercial and contractual risks, ensuring proactive management of potential challenges.
• Serve as the prime interface for pre- and post-contract administration and management on behalf of the Program Director, fostering strong relationships with clients, contractors, and other stakeholders.
• Provide leadership and guidance to the commercial team, including cost consultants, contract administrators, and procurement specialists, fostering a culture of collaboration, accountability, and excellence.

Required Experience

• A minimum of 10 years of experience in a relevant commercial management role, specifically within Facilities Management.
