Position Summary

CSI Global is seeking a Commissioning Manager to oversee the end-to-end commissioning program for a multi-disciplinary project in Riyadh. This role involves managing MEP, ELV, BMS, and power interfaces to ensure safe, SBC-compliant, and performance-verified handover on schedule, complete with auditable documentation and authority approvals. This is a full-time position requiring over 10 years of experience.

Key Responsibilities

  • Author and maintain the Commissioning Plan, RACI matrix, gate criteria (L0→L4), readiness checklists (construction, pre-functional, functional), and recovery playbooks.
  • Develop the Commissioning Master Schedule, aligning it with the construction baseline, and manage test windows and energizations.
  • Chair weekly commissioning meetings and facilitate constraint removal with general contractors, subcontractors, vendors, and consultants.
  • Standardize commissioning documentation, including ITPs, test packs, pre-functional checklists (PFCs), method statements, cause-and-effect diagrams, and the Commissioning Activity Tracker (CAT), ensuring version control and traceability.
  • Lead Integrated Testing (IST) planning and execution across various systems such as HVAC/TAB, plumbing/fire, ELV (FA/PAVA, Access/CCTV, Emergency Lighting & LC, SC/IBS), BMS, and power, ensuring evidence capture, comment closure, and final acceptance.
  • Verify installation readiness against IFC, shop drawings, specifications, and codes (SBC, IEC/BS EN, ASHRAE/SMACNA, NFPA, IPC, TIA/BICSI), manage NCR/RFI closure, and ensure LOTO/PTW interfaces with HSE.
  • Prepare and lead engagements with authorities and third parties, including Saudi Civil Defense (FAS/PAVA, smoke control), SEC/National Grid SA tie-ins, and House of Expertise, ensuring compliance with local acceptance norms.
  • Manage the Handover Dossier, including O&M/training plans, spares/warranties, red-lines/as-builts, trend reports, and performance KPIs, and secure PAC/FAC signoffs.
  • Issue weekly commissioning dashboards, reporting on earned vs planned progress, risk burn-down, punch list aging, IST pass rates, and executive exceptions.

Systems in Scope

  • Mechanical: Chillers, cooling towers, pumps, AHU/FAHU/FCU, hydronic/air TAB, smoke control.
  • Electrical: LV distribution (MDB/SMDB/DB, MCC/VFD, UPS/genset, PFC, earthing) and MV witness/support (* kV switchgear/cables).
  • ELV/BMS: FAS/PAVA, Emergency Lighting & Lighting Control, Access/CCTV, Telecom/Structured Cabling/Fiber, IBS/DAS, Intercom, Parking/ANPR; BMS P2P and sequences.

Qualifications and Experience

  • A minimum of 10 years of experience in commissioning management.
  • Demonstrated experience in managing multi-disciplinary projects (MEP, ELV, BMS, power interfaces).
  • Proficiency in relevant industry codes and standards (SBC, IEC/BS EN, ASHRAE/SMACNA, NFPA, IPC, TIA/BICSI).
  • Strong understanding of commissioning governance, planning, scheduling, and documentation systems.
