Commissioning Manager

About the Role

Consolidated Contractors Company is seeking an experienced Commissioning Manager – Buildings to lead and manage the complete commissioning process for major building projects in Riyadh, Saudi Arabia. This full-time role requires a professional with over 10 years of experience, demonstrating proven responsibility for whole-building commissioning across all MEP disciplines. The successful candidate will ensure the successful testing, integration, operational readiness, and handover of all building systems.

Role Overview

This position requires a strong technical leader capable of challenging project delivery teams and enforcing commissioning requirements. The Commissioning Manager will ensure all systems meet client, regulatory, and operational requirements before final acceptance, operating with the necessary authority and independence.

Key Responsibilities

• Develop and implement the overall commissioning strategy, procedures, and execution plans throughout the project lifecycle.
• Lead and manage commissioning activities across all Mechanical, Electrical, Plumbing (MEP), and specialist systems.
• Coordinate commissioning activities with contractors, consultants, vendors, client representatives, and project stakeholders.
• Plan, manage, and execute Integrated Systems Testing (IST) to verify functionality and interoperability of all building systems.
• Lead and oversee cause-and-effect testing, life safety system verification, and emergency response scenarios.
• Ensure successful integration and operation of Building Management Systems (BMS), HVAC Systems, Fire Alarm & Fire Protection Systems, Emergency Power Systems, Electrical Distribution Systems, Security & Access Control Systems, and Communications and Low Voltage Systems.
• Verify emergency power transfer and operational sequences.
• Review and approve commissioning procedures, method statements, test scripts, and commissioning reports.
• Monitor commissioning readiness and ensure all prerequisites are achieved before testing and system energization.
• Manage the transition from construction completion to operational readiness and final handover.
• Ensure all commissioning documentation, O&M manuals, as-built drawings, testing records, and training materials are complete and accurate.
• Lead client witnessing activities, operator training, and final acceptance processes.
• Chair commissioning meetings and provide regular progress reports to project leadership and clients.
• Identify and resolve technical and commissioning-related issues to achieve successful project delivery.

Required Experience

• A minimum of 10 years of experience in commissioning management, specifically within major building projects.
• Demonstrated experience in whole-building commissioning across all MEP disciplines.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, requiring active leadership and coordination on project sites.
