About the Project and Role

Bechtel Corporation is seeking a CSU Area Manager for the Expo 2030 Riyadh project in Riyadh, Saudi Arabia. This contract position supports the infrastructure program for Expo 2030 Riyadh, a global platform promoting sustainable development and innovation. The Expo will run from October 2030 to March 2031, with a 6 km2 masterplan that includes early works, utilities, and publicly accessible spaces, transitioning into a mixed-use legacy development.

Role Summary

The CSU Area Manager is responsible for supporting program-wide testing and commissioning (T&C), operations and maintenance (O&M), and asset data and handover for the infrastructure and systems of the Riyadh Expo 2030 Project. This role involves coordinating with consultants, contractors, and stakeholders to ensure project delivery meets safety, quality, and budget standards. The successful candidate will collaborate with clients, contractors, other project management consultants, and regulatory bodies to implement T&C and O&M processes, integrated testing schedules, and reporting, including the gradual and final handover of assets.

Key Responsibilities

• Plan, coordinate, and direct Commissioning, Start-up, and Operations (CSU) activities within an assigned area for the Riyadh EXPO Project.
• Supervise, coordinate, and review the work of assigned contractors' engineers, estimate staffing needs, and schedules.
• Supervise contractors' personnel as required to support commissioning activities (*, Electrical, Mechanical, HVAC, fire protection commissioning).
• Plan work with contractors to monitor and control it in accordance with contract terms and schedule constraints.
• Coordinate and oversee contractors' interface testing.
• Review testing documentation, including scoped documents, test records, and test procedures.
• Review system test documentation (all disciplines) for adequacy and completeness in accordance with project procedures.
• Provide input to engineering on revisions required for system descriptions and vendor operating and maintenance manuals.
• Prepare necessary design change and non-conformance documents in accordance with EXPO procedures to document as-built conditions and resolve deficiencies.
• Prepare and review detailed CSU plans for assigned contractors' system commissioning activities.
• Provide input and updates to project controls to maintain accuracy and progress of project schedules and tracking tools.
• Coordinate closely with contractors' construction delivery teams for turnover of systems and documentation.
• Participate in system handover walkdowns for both construction and client turnovers.
• Interact with client management, maintaining commercial awareness to avoid adverse exposure to project financial and schedule positions.
• Utilize Microsoft Word, Excel, Access, and Bechtel Standard Applications such as Aconex and ACC.
• Ensure work performed is within the scope of services and budget.
• Coordinate with client representatives to obtain approval on completed work.

Qualifications and Experience

• A minimum of 10 years of experience in relevant roles.
• Demonstrated strong commitment to safety and ethics.
• Experience in populating effective reporting systems and quality oversight.
• Ability to foster collaborative relationships to ensure successful testing, commissioning, and handover of systems.
• Proficiency in Microsoft Word, Excel, Access, and Bechtel Standard Applications (Aconex, ACC).

Work Environment

This role is based in Riyadh, Riyadh, Saudi Arabia, and operates on a contract basis. The position may require working hours as needed, including shiftwork, overtime, weekends, and holidays, to support project demands.
