Project Overview: Expo 2030 Riyadh

Bechtel Corporation is managing the infrastructure program for Expo 2030 Riyadh, a global platform scheduled from October 2030 to March 2031, expecting over 40 million visits. The project, themed "Foresight for Tomorrow," focuses on sustainable development and innovation. Bechtel's scope includes early works, utilities, and public spaces across the 6 km2 site, which will transition into a mixed-use legacy development after the event. The master plan adheres to international sustainability standards for urban afforestation, treated water, and energy sources.

About the Role: CSU Area Manager

The CSU Area Manager will support program-wide testing and commissioning (T&C), operations and maintenance (O&M), and asset data and handover for the Riyadh Expo 2030 Project infrastructure and systems in Riyadh, Saudi Arabia. This contract role involves coordinating with consultants, contractors, and stakeholders to ensure project delivery meets safety, quality, and budget standards. The position requires a strong commitment to safety and ethics, effective reporting, quality oversight, and fostering collaborative relationships for successful system testing, commissioning, and handover.

Key Responsibilities

  • Plan, coordinate, and direct CSU activities within an assigned area for the Riyadh EXPO Project.
  • Supervise, coordinate, and review the work of assigned Contractors' engineers, estimating staffing needs and schedules.
  • Oversee Contractors' personnel to support commissioning activities (*, Electrical, Mechanical, HVAC, fire protection commissioning).
  • Coordinate and oversee Contractors' interface testing.
  • Review testing documentation, including scoped documents, test records, and procedures, for adequacy and completeness.
  • Provide input to engineering on required revisions to system descriptions and vendor operating/maintenance manuals.
  • Prepare necessary design change and non-conformance documents to reflect as-built conditions and resolve deficiencies.
  • Prepare/review detailed CSU plans for assigned Contractors' system commissioning activities and provide updates to project controls.
  • Coordinate closely with Contractors' Construction delivery teams for system and documentation turnover.
  • Participate in system handover walkdowns for both Construction and Client turnovers.
  • Interact with client management, maintaining commercial awareness to avoid adverse project financial and schedule exposure.
  • Utilize Microsoft Word, Excel, Access, and Bechtel Standard Applications such as Aconex and ACC.
  • Ensure work performed is within the scope of services and budget.
  • Coordinate with client representatives to obtain approval for completed work.
  • Review and approve key CSU Contractors' method statements, Job Hazard Analyses, procedures, and schedules.

Qualifications and Experience

  • A minimum of 10 years of experience in a relevant field.
  • Experience in coordinating with clients, contractors, other project management consultants, and regulatory bodies to implement T&C and O&M processes.
  • Ability to support the Commissioning and Startup Manager in ensuring proper sequencing of activities and guiding contractors through project stages.

Work Environment

This is a contract position based in Riyadh, requiring flexibility to work hours as needed, including shiftwork, overtime, weekends, and holidays to support project demands.
