About the Role

Devoteam is seeking an experienced Data & AI Strategy Consultant to lead public sector transformation initiatives in Riyadh, Kingdom of Saudi Arabia. This full-time role requires a seasoned consulting professional with technical depth in shaping and architecting enterprise AI strategies and roadmaps, combined with commercial acumen to contribute to successful government RFPs. This is a strategic role focused on direct client engagement and project delivery, not a back-office research position.

Key Responsibilities

• Lead the end-to-end authoring of comprehensive technical and financial proposals for complex government RFPs.
• Architect competitive pricing, formulate Level-of-Effort (LOE) estimations, and design resource models in alignment with public procurement guidelines.
• Direct cross-functional consulting squads in the delivery of high-impact strategic projects.
• Oversee the creation of Current State Evaluations, Data Maturity Assessments, Target Data & AI Operating Models (TOM), and multi-year Data & AI execution roadmaps.
• Act as the primary, on-site anchor for project steering committees.
• Manage complex relationships at the C-suite, Director-General, and Ministerial levels, navigating scope changes and driving project alignment.
