About the Role

Devoteam is seeking a DevOps Engineer to join our team in Riyadh, Saudi Arabia. This full-time role involves leading a significant DevOps transformation initiative for a governmental company. The position requires a strategic approach to assessing current maturity, designing target operating models, and driving a cultural shift towards DevSecOps.

Role Overview and Context

This role extends beyond standard engineering, focusing on strategic leadership to implement a secure, automated framework. The successful candidate will be responsible for the end-to-end lifecycle, from initial assessment to implementation, while also coaching the client’s team to ensure sustainable capability building. A minimum of 5-10 years of experience is required for this position.

Key Responsibilities: Strategy and Governance

  • Conduct comprehensive Current State Analysis of existing tools, practices, and security posture using industry standards like DORA metrics to identify current DevOps maturity.
  • Identify operational gaps, user pain points, and security vulnerabilities, delivering detailed "Current State Analysis Reports" and "Security Maturity Assessment Reports."
  • Propose strategic recommendations and a phased DevSecOps Implementation Roadmap, outlining tasks, expected outcomes, and an "Action Plan."
  • Design and implement a DevSecOps Framework, including detailed policies, standards, governance models, and interaction models outlining roles and responsibilities.
  • Develop an "Application Security Service Catalog" and integrate security best practices (Shift-Left) into the pipeline, ensuring compliance with governance policies.
  • Establish rigorous release governance policies to ensure strict adherence to standards and prepare compliance reports.

Key Responsibilities: Implementation and Capability Building

  • Lead the implementation of changes, driving a cultural shift toward collaboration, automation, and shared responsibility between development and operations teams.
  • Provide hands-on coaching to build internal team capability, ensuring knowledge transfer and sustainable improvements.
  • Develop and deliver "Training and Awareness Program Materials" tailored to different roles for seamless adoption of new tools and processes.
  • Oversee the design of secure CI/CD pipelines on Azure DevOps, ensuring the automation of builds, testing, and database procedures.
  • Implement Vault for advanced secrets management, ensuring secure access control, secret rotation, and data protection policies.
  • Lead the automation of infrastructure using Terraform or Azure Resource Manager (ARM) to ensure consistency and scalability.
  • Define a "Monitoring and Reporting Framework" to provide full visibility into security and operational metrics, optimizing performance and minimizing downtime.

Qualifications and Experience

  • Proven experience conducting DevOps maturity assessments (DORA) and defining target operating models (TOM) for enterprise or government clients.
  • Demonstrated ability to lead cultural change, mentor teams, and manage stakeholders in a high-compliance environment.
  • Exceptional skill in creating high-level strategic documentation, including Roadmaps, Frameworks, and Gap Analysis Reports.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, working within a governmental company environment. The role involves significant client interaction and a focus on long-term capability building.
