Role Overview: Director Contracts & Procurement

This full-time position, based in Riyadh, Saudi Arabia, involves leading contracts and procurement activities essential for critical operational needs. As Director - Contracts & Procurement, you will ensure that sourcing, contracting, and vendor governance processes are aligned with business priorities. The role requires close partnership with internal stakeholders to maintain continuity, control, and service quality within a complex operating environment. Candidates should possess over 10 years of relevant experience.

Key Responsibilities

  • Lead procurement planning and sourcing activities for City Operations, including requirements gathering, timeline management, and coordination with central procurement functions.
  • Manage Requests for Proposals (RFPs), service orders, contract approvals, renewals, and variations in collaboration with relevant teams and central functions.
  • Oversee contract lifecycle management to ensure agreements are tracked, updated, renewed, and aligned with operational requirements.
  • Maintain a consolidated contract register detailing status, ownership, scope, Service Level Agreements (SLAs)/Key Performance Indicators (KPIs), risks, and renewal requirements.
  • Support vendor performance management through SLA/KPI monitoring, issue escalation, and follow-up on corrective actions.
  • Coordinate with Procurement, Legal, Finance, and other functions to ensure efficient contract execution and governance.
  • Provide commercial controls and reporting on contract performance, procurement risks, upcoming renewals, and identified service gaps.

Required Qualifications and Experience

  • Demonstrated leadership experience in procurement and contracts within a large-scale, varied, and complex operational environment.
  • Strong understanding of sourcing processes, RFPs, service orders, contract approvals, renewals, variations, and procurement governance.
  • Knowledge of contract lifecycle management, vendor performance management, SLAs/KPIs, and commercial controls.
  • Experience in translating operational needs into clear procurement requirements and defined contract scopes.
  • Proven ability to coordinate effectively across procurement, legal, finance, operations, and service providers.
  • Experience in negotiating with stakeholders or service providers.
  • Experience in producing reports on contract, procurement, or commercial performance.
  • Track record of resolving contract, procurement, or vendor-related issues with stakeholders.
  • Experience in real estate, city operations, or large-scale development environments is considered a plus.

Technical Skills

  • Hands-on experience with SAP, Ariba, and Power BI.
