About the Role

Qiddiya Investment Company (شركة قدية الاستثمارية) is seeking a Director - Technical Services - Commercial Office to lead the technical services discipline for Qiddiya's Commercial Office Development portfolio. This full-time position is based in Riyadh, Riyadh Province, and is integral to the broader giga-project masterplan. The role focuses on translating Qiddiya's design vision into deliverable, investment-grade office assets.

Role Overview

The Director will be accountable for the entire lifecycle of office asset development, from concept and masterplan integration through design development, authority approvals, and construction-ready documentation. This includes managing a network of international architecture and multidiscipline engineering consultants to ensure design intent is preserved and delivered effectively.

Key Responsibilities

• Lead the technical services functional team, comprising subject matter experts in civil and structural engineering, MEP, and facades.
• Provide specialist technical services input to support design competitions, consultant selection, and novation for architectural firms and lead design consultants.
• Direct concept design, schematic design, detailed design development, and construction documentation stages, ensuring design intent is maintained.
• Interface with masterplanning, infrastructure, landscape, and sustainability teams to achieve coordinated design outcomes.
• Manage design consultant performance against scope, program, and fee, including chairing design review boards and technical workshops.
• Develop consultant performance KPIs, collate data, and share with the central QIC procurement function.
• Ensure compliance with Saudi Building Code, Mostadam/LEED sustainability targets, civil defense requirements, and Qiddiya design guidelines.
• Lead value engineering exercises for specialist disciplines without compromising design quality or investment value.
• Present design proposals and progress to executive leadership, investment committees, and government stakeholders.
• Mentor and expand the in-house technical services function as the Commercial Office Development pipeline grows.

Qualifications and Experience

• Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, or a related field. A master’s degree is an advantage.
• Professional registration in the respective discipline (*, Chartered Engineer) is an advantage. PMP registration is also an advantage.
• 12–18+ years of design management experience, including senior design leadership on large-scale commercial office or mixed-use developments.
• Demonstrated experience leading a design team to deliver projects on program, balancing competing requirements (cost vs. time vs. quality).
• Expert knowledge of local and international design standards, codes, and regulations.
• Previous experience in KSA or the Middle East is preferred.
• Track record of delivering BCO Grade A / investment-grade office towers or business park products from concept to handover.
• Strong command of design review processes, authority approval pathways, and international best practices in commercial office design.
• Experience managing multi-disciplinary international consultant teams (architecture, structure, MEP, facade, sustainability).

• Experience managing major programs, including multiple projects, conflicting priorities, and diverse stakeholders.
• Ability to support teams through periods of business change and provide strategic oversight in managing and prioritizing workload.
• Exceptional written and verbal English communication skills to articulate ideas, strategies, and project performance to various audiences and influence at senior levels.
• In-depth knowledge of enterprise-level digital design solutions and applications.
• Strong leadership skills to inspire diverse teams and deliver results, coupled with strategic thinking to guide the function's direction.
