About Khazeen and the Role
Khazeen (خزين) is seeking a highly skilled Human Resources Operations Manager to join our team in Riyadh, Saudi Arabia. This full-time position is critical for overseeing and ensuring the accurate execution of Human Capital operations, payroll administration, and comprehensive employee services.
Role Overview
The Human Resources Operations Manager will be responsible for maintaining data integrity, ensuring strict regulatory compliance, and facilitating timely payroll processing. This role requires adherence to company policies and a thorough understanding of Saudi Labor Law across all operational aspects of Human Resources.
Key Responsibilities
- Manage the full employee lifecycle processes, including contract issuance, resignations, and terminations.
- Control personnel documentation, such as employment contracts, amendments, probation confirmations, and official letters.
- Oversee time sheet and attendance administration, ensuring accurate recording of working hours, leave, and overtime approvals, and proper integration into payroll.
- Supervise exit procedures, including clearance coordination, final settlement processing, and archiving of records.
- Oversee monthly payroll preparation, review inputs (attendance, overtime, allowances, deductions), and validate payroll accuracy.
- Ensure proper calculation of GOSI contributions, End-of-Service Benefits (EOSB), leave encashment, and final settlements.
- Coordinate payroll reconciliation with the Finance department and ensure timely payroll approval and salary disbursement.
- Maintain payroll records, ensure compliance with approved salary scales, and prepare proper audit documentation.
- Respond to employee inquiries related to payroll, contracts, leave balances, and benefits, providing clarification on salary calculations, deductions, allowances, and EOSB entitlements.
- Ensure accurate enrollment and updates in employee benefits programs, including medical insurance and the leave system.
- Oversee employee ticketing entitlements and business trip processes, ensuring policy compliance, approval workflow control, and documentation accuracy.
- Ensure accurate recording of all employee movements and maintain complete employee files (electronic and physical).
Compliance and Regulatory Management
- Ensure compliance with Saudi Labor Law, company policies, and all regulatory requirements.
- Manage GOSI registration, deregistration, and statutory reporting processes.
- Support internal and external audits by providing required payroll and Human Capital documentation.
- Conduct periodic audits of employee records and HR system data to ensure completeness, accuracy, and alignment with payroll and regulatory submissions.
- Manage and monitor employee transactions across government platforms such as Qiwa, Muqeem, GOSI, and Mudad to ensure accurate processing and regulatory compliance.
- Monitor Saudization (Nitaqat) status and workforce nationality ratios, ensuring compliance with Saudization percentage requirements across specific professions and regulated job categories.
- Maintain confidentiality standards and proper record retention procedures.
Qualifications and Experience
- A minimum of 5-10 years of experience in Human Resources operations, with a significant focus on payroll administration and compliance management.
- Demonstrated expertise in Saudi Labor Law, GOSI regulations, and government transaction platforms (Qiwa, Muqeem, Mudad).
- Proven ability to manage complex HR operational processes, ensuring accuracy and adherence to regulations.
- Strong analytical skills and attention to detail for data integrity, record-keeping, and audit preparation.
