About the Lead O&M Metro/Rail Project Role

Parsons Corporation is seeking a Lead Operation and Maintenance (O&M) Metro/Rail Project professional to join our team in Riyadh, Saudi Arabia. This full-time role involves acting as an expert in the field of operation and maintenance for an Automatic Metro System within a significant metro project.

Core Responsibilities and Project Objectives

The primary objective of this position is to ensure the operability and maintainability of the transportation system, including its sub-systems and equipment, as provided by the Contractor. The Lead O&M will be responsible for verifying compliance with contractual requirements across all project phases, with the ultimate goal of achieving the highest international standards for railway systems.

Key Duties and Technical Oversight

• Establish and submit documentation review reports in alignment with project schedules and quality policies.
• Report on compliance and deviations during relevant design progress meetings.
• Organize workshops and meetings with contractors to identify gaps, challenge solutions, and ensure timely submissions.
• Report to the Package Manager, System Manager, and Design Manager on pending issues and potential non-compliance.
• Issue weekly progress reports and participate in Factory Acceptance Tests (FAT) and On-Site Tests (OST), both locally and internationally.
• Act as an Operation and Maintenance expert, advising on the operability and maintainability of various sub-systems including E&M, Signaling, Track, Civil work, Rolling stock, and Communication.
• Implement required reporting mechanisms to generate relevant project information and provide constraints to sub-systems.
• Manage design changes, ensuring they are communicated and adequately incorporated by the Contractor, and verify consistency and compliance of sub-system designs with allocated requirements.
• Translate operating requirements into specific criteria for sub-system management and manage train operation during construction activities.

Project Phase Engagement and Review

• Review and provide comments on the training preparedness, including overall training plans, modules, and courses delivered by the Design & Build (D&B) Contractor.
• Review and comment on the complete set of rules and procedures for both normal and degraded modes, as well as the full set of Operation and Maintenance manuals provided by the D&B Contractor.
• Manage operating staff and project activities during the Test & Commissioning phase, System demonstration, and Trial Runs (Partial & Final).
• Assess and control the quality of service delivered by the Operation & Maintenance Entity during the Defect Liability period.

Required Qualifications and Experience

Candidates for this role must demonstrate significant experience in automatic metro line projects. Specific requirements include:

• Participation in at least three different projects involving Automatic Metro lines.
• Experience gained across at least three different countries.
