Role Summary

As the MEP Commissioning Manager, you will be responsible for leading the delivery and business development of Applus+ MEP testing and commissioning services throughout Saudi Arabia. This full-time position, based in Riyadh, combines technical leadership in commissioning management, HVAC testing, technical due diligence, and condition assessment with the responsibility for identifying opportunities, securing contracts, and developing client relationships. The role requires 5-10 years of experience, and the salary will be discussed during the interview process.

Key Responsibilities

• Lead business development and project operations for MEP testing and commissioning, technical due diligence, and condition assessment services across Saudi Arabia, managing service line P&L and achieving revenue and profitability targets.
• Develop and implement the Department's business development strategy, identifying opportunities through market research, networking, and engagement with relevant stakeholders.
• Build and maintain client relationships, organize meetings, follow up on commercial opportunities, and travel across KSA to secure new contracts and foster repeat business.
• Maintain a qualified opportunity pipeline, track tenders and proposals, and report sales forecasts and progress against agreed targets.
• Lead RFP and RFQ reviews, client meetings, and site assessments to define scope, deliverables, resources, program, assumptions, and exclusions.
• Prepare and present technical and commercial proposals, ensuring coordination with Department Management and relevant business line heads regarding pricing, margins, quotations, and approvals.
• Lead proposal follow-up, tender clarifications, and commercial negotiations within delegated authority, coordinating contract finalization and project mobilization.
• Oversee project operations across KSA, including mobilization, team deployment, resource allocation, and coordination of assignments, ensuring timely delivery, technical quality, profitability, and client satisfaction.
• Manage the complete MEP commissioning process, from planning and readiness reviews through start-up coordination, functional performance testing, integrated systems testing, and final handover.
• Review commissioning specifications, method statements, test procedures, schedules, and records for compliance with project requirements and applicable standards.
• Lead and coordinate MEP technical due diligence and condition assessments, providing clear findings, technical opinions, and practical recommendations.
• Manage project interfaces with clients, consultants, contractors, vendors, and specialist subcontractors; monitor site activities, resolve technical issues, and track deficiencies through corrective action and retesting.
• Conduct site visits and undertake technical assignments as required, verify testing records, and ensure the completeness and quality of commissioning reports and handover documentation.
• Manage project budgets, schedules, deadlines, and client expectations; monitor costs, margins, variations, and invoicing, and support payment follow-up with commercial and finance teams.
• Build and develop the local delivery team, training engineers in company procedures, applicable industry practices, and safe working methods.
• Screen, assess, and select specialist subcontractors, coordinate their engagement, and monitor their technical performance, quality, and delivery commitments.
• Improve commissioning methodologies and internal procedures, coordinating with Department senior managers on technical approaches, resources, and industry requirements.

Experience and Qualifications

• 5-10 years of experience in MEP commissioning management, HVAC testing, technical due diligence, or condition assessment.
• Demonstrated technical leadership in commissioning management.
• Proven ability to identify opportunities, secure contracts, and develop profitable client relationships.
• Experience in managing projects from commissioning planning through final handover.
• Strong understanding of commissioning specifications, method statements, test procedures, and applicable standards.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, requiring travel across KSA for business development and project oversight. The role involves working closely with the Building & Inspection Department Management to develop service offerings and delivery teams.
