About Norconsult Telematics
Norconsult Telematics is seeking a dedicated professional to join its team in Riyadh, Saudi Arabia. This full-time position is integral to managing complex contractual frameworks within the telecommunications sector, ensuring robust governance and compliance.
The Role: PM Contracts and Change Control (Telecom)
The PM Contracts and Change Control (Telecom) will lead and manage all aspects of contract governance, compliance, administration, and change management activities. This role focuses on contracts between the client (Telecom) and specialized subsidiaries supporting the program. The primary objective is to ensure contractual obligations, scope, changes, risks, and commercial requirements are effectively controlled and aligned with overall program objectives. The incumbent will report directly to the Project Control Head.
Key Responsibilities
- Establish and maintain effective contract governance and administration processes throughout the contract lifecycle.
- Coordinate with Legal, Contracts, Finance, Procurement, Engineering, Project, and other stakeholders on contract drafting, review, execution, and implementation.
- Represent the PMO in contract discussions, negotiations, amendments, renewals, and updates.
- Review contracts to ensure clear scope, responsibilities, deliverables, SLAs/KPIs, milestones, commercial terms, and governance requirements.
- Maintain a comprehensive contract register covering obligations, milestones, deliverables, approvals, risks, changes, and outstanding actions.
- Monitor contractual performance and compliance, identifying deviations, risks, disputes, and potential contractual exposure.
- Establish and manage a robust contract change control process covering scope, cost, schedule, responsibilities, and contractual obligations.
- Review and assess change requests, variations, amendments, and new scope requirements.
- Coordinate with project and technical teams to assess the impact of changes on scope, cost, schedule, resources, risks, and contractual obligations.
- Lead the preparation and review of contract amendments, change orders, and annexes required for changes in scope or responsibilities.
- Maintain contract change logs and ensure all changes receive appropriate approvals and are formally incorporated into contractual documentation.
- Monitor contractual compliance and proactively identify and escalate legal, commercial, operational, and compliance risks.
- Coordinate with Legal/Contracts and project stakeholders to resolve contractual claims, disputes, ambiguities, and non-compliance matters.
- Maintain a centralized repository of contracts, amendments, annexes, change requests, compliance records, and supporting documentation.
- Develop management reports covering contract status, compliance, changes, risks, claims, issues, and outstanding actions.
- Ensure contract governance, documentation, reporting, and records meet program, audit, and management requirements.
Required Qualifications and Experience
- Bachelor's degree in Law, Business Administration, Finance, Engineering, Commercial Management, or a related discipline.
- A minimum of 10 years of relevant experience in contract management, preferably within telecom, network deployment, ICT, infrastructure, or large-scale technology programs.
- Proven experience in contract administration, governance, compliance, change management, variations, amendments, and contract negotiations.
- Experience managing contracts associated with large and complex telecom/network infrastructure projects is highly desirable.
- Experience in Saudi Arabia and knowledge of contractual practices applicable to telecom infrastructure projects in KSA is preferred.
Essential Skills and Attributes
- Strong understanding of contract structures, contractual obligations, commercial terms, SLAs/KPIs, change control, and risk management.
- Demonstrated ability to work effectively with diverse stakeholders including Legal, Finance, Procurement, Engineering, PMO, vendors, and senior management.
