Project Manager, Pyrolysis Plant Construction & Commissioning
Front End Limited Company is seeking a Project Manager, Pyrolysis Plant Construction & Commissioning for a full-time position in Riyadh, Saudi Arabia. This role is responsible for the end-to-end delivery of a significant environmental and sustainability initiative, overseeing the construction and commissioning of a pyrolysis biochar plant. The Project Manager is accountable for the safe, on-time, on-budget, and quality-compliant execution of the project from mobilization through commissioning and operational handover, with a target commissioning date of June 2026.
Project Overview and Strategic Alignment
This position is dedicated to the BST-06 MAX pyrolysis biochar plant project at the SBF site in Riyadh. This initiative aims to convert organic waste streams into biochar and renewable syngas, directly supporting Saudi Vision 2030 circular-economy and net-zero targets. The project encompasses the design, civil construction, installation, commissioning, and operational handover of the pyrolysis biochar production unit. The plant will divert organic and agricultural residues from landfill, produce biochar for soil regeneration and carbon sequestration, and generate renewable syngas as a process energy source. This deployment will also serve as a reference project for Front End's broader sustainability portfolio within the Industrial Facilities and Mining verticals.
Key Responsibilities
The Project Manager will own delivery across the full project lifecycle, structured per PMI/PMBOK standards, and will serve as the single point of accountability between Front End, the client (SBF), the equipment supplier (Beston Group), regulatory authorities, and all subcontractors. Responsibilities include:
- Lead site mobilization, stakeholder onboarding, ground preparation, and foundation construction activities.
- Manage logistics for equipment arrival, customs clearance, transport, heavy lifting, and mechanical assembly according to specifications.
- Coordinate on-site Factory Acceptance Test (FAT) replication and operational commissioning with the supplier team.
- Oversee initial operations, manage infrastructure modifications, and lead formal handover to the operations team with full documentation.
- Complete as-built documentation, lessons-learned register, financial reconciliation, and contractual closeout.
- Develop and maintain the Project Management Plan, Scope Statement, Work Breakdown Structure, and manage change control.
- Develop and maintain the master construction programme (MS Project or Primavera P6), track critical-path activities, and report schedule variance.
- Manage the project budget, track committed vs. actual costs, and approve subcontractor invoices within delegated authority.
- Implement Inspection and Test Plans (ITPs), ensure compliance with KSA building codes, SASO standards, and ISO 9001 principles.
- Lead and direct subcontractors, coordinate temporary site services, and manage procurement and contract performance.
- Produce weekly progress reports, monthly stakeholder dashboards, and chair project coordination and steering committee meetings.
- Maintain the Project Risk & Issues Register, develop mitigation plans, and escalate high-priority risks promptly.
- Liaise with Saudi authorities for site permits and environmental operating licences, and coordinate with SBF facilities management.
- Ensure all site activities comply with KSA municipal environmental regulations and SBF site-specific HSE requirements, overseeing safety protocols and incident reporting.
Qualifications and Experience
Candidates for this role should possess a strong background in project management, particularly within industrial construction and commissioning. Required qualifications include:
- Between 5 to 10 years of relevant experience in project management, ideally within plant construction or industrial facilities.
- Demonstrated experience in leading end-to-end project delivery, from initiation through operational handover.
- Proficiency in project management methodologies (*, PMI/PMBOK standards).
- Experience with master construction programming tools such as MS Project or Primavera P6.
- Strong understanding of HSE regulations and quality management principles (*, ISO 9001).
- Ability to manage complex stakeholder relationships, including clients, suppliers, subcontractors, and regulatory authorities.
Performance Metrics and Delegated Authorities
The Project Manager's performance will be measured against specific objectives and will operate with defined authorities:
- Commissioning achieved by June 2026 and project delivered within approved budget (CPI **
- Zero Lost-Time Incidents (LTI) and full HSE compliance.
- All regulatory permits and operating licences secured prior to commissioning.
- Quality close-out with all punch-list items resolved before handover.
- Successful FAT replication and operational handover acceptance by the client.
Delegated authorities include:
- Approving site-level technical decisions within the scope of the approved design.
- Approving subcontractor work and variations within delegated financial authority.
- Exercising stop-work authority on any HSE or quality non-conformance.
- Escalating scope, schedule, cost, or risk exceptions to the Project Director.
